You will serve as the Director, Information Systems and Technology (ISaT) and Chief Information Officer (CIO) in the Navy Engineering Logistics Office (NELO), responsible for establishing and managing Enterprise-wide Information Technology (IT) planning, competency development (training, policy and compliance program), budget, architecture, authority, and the achievement of the goals and objectives of NELO/N9 sponsor.
Duties
You will provide broad direction and policy guidance to senior leadership and serve as an expert on IT and Information Resource Management (IRM).
You will be responsible for establishing requirements for NELO IT personnel and developing strategies for manning, hiring, training, and professional development.
You will be responsible for enterprise information management and information systems and monitoring, evaluating, and execution of information technology and programs and the performance of those programs.
You will provide authoritative top-level managerial and technical advice and consultation to other NELO executives on all matters involving service design and development, service transition and service operations.
You will define structures and establish requirements to meet programmatic needs and objectives.
You will act as the competency lead in formulating and communicating organizational and administrative policies governing IT operations.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- This position is a designated Critical Acquisition Position (CAP). You must sign a three-year tenure agreement prior to assuming the position unless a tenure waiver is approved.
Qualifications
QUALIFICATIONS REQUIREMENTS: Applicants will be assessed against Mandatory Technical Qualifications (MTQs). Failure to provide a separate narrative statement which describes fully and concisely how your experience meets the Mandatory Technical Qualifications will eliminate you from consideration.
MANDATORY TECHNICAL QUALIFICATIONS: (Each must be addressed separately in your Supplemental Narrative Statement. Each MTQ must not exceed 2 pages.)
1. Demonstrated functional expertise of the concepts, principles, and methods of IT management, including system design, implementation, maintenance, and modification for both technical and office administrative functions.
2. Demonstrated expertise in the IT acquisition policies and processes to include service design and development, service transition and service operations.
3. Demonstrated expertise in knowledge of installation systems and related equipment characteristics to provide for effective IT, IRM, and information security, and cyber-security operations within the risk Management Framework (RMF).
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
