This position is located in the Department of Health and Human Services, Administration for Children and Families, Office of Grants Management, located in Washington, District of Columbia.
Duties
The incumbent will be responsible for awarding and administering grant awards and providing technical assistance related to grants. The duties and responsibilities of this position include:
Ensuring that all grant applications comply with applicable program announcements and administrative and fiscal policies.
Negotiating the grant budget in assigned areas and/or makes recommendations on grant budgets.
Negotiating the amount of continuation and supplemental grant awards with advice and recommendations from the appropriate program staff.
Monitoring grantees continuing operations to assure compliance with the terms and conditions of the grant award.
Reviewing, analyzing, processing and distributing to appropriate staff, financial, performance, management, and other required reports for the management of grants.
Ensuring that grants are properly closed at the end of the project period.

Qualifications
Applicants must demonstrate that they meet the Minimum Qualification requirements as noted below.
Minimum Qualifications:
GS-09: You must possess at least one year of specialized experience equivalent to the GS-07 level in the Federal service (obtained in either the public or private sectors) performing (3) of the (4) duties listed below:
Applying basic regulations and policies that govern the grants management process in reviewing grant applications.
Performing various administrative duties to support a grants management program.
Gathering data for grant management staff to determine grantees business management capabilities.
Responding to routine inquiries from grantees.
OR two full years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree; or a combination of the required experience and education for this grade level.
GS-11: You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-09 level in the Federal service (obtained in either the public or private sectors) performing (4) of the (5) duties listed below:
Applying a wide variety of Federal, Department, and agency grant administration and financial policies and regulations in awarding and administering grants.
Providing technical advice and assistance to grantees.
Ensuring grants are closed out in accordance with grants management regulations.
Evaluating grantee requests and jurisdictions utilizing cost factors and cost principles.
Providing advisory services to program staff and grantees.
OR a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related; or a combination of the required experience and education for this grade level.
GS-12: You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-11 level in the Federal service (obtained in either the public or private sectors) performing (4) of the (5) duties listed below:
Administering and executing discretionary non-discretionary grants as they relate to children and family programs.
Providing technical advice and assistance to grantees.
Ensuring grants are closed out in accordance with grants management regulations.
Evaluating grantee requests and jurisdictions utilizing expertise of cost factors and cost principles.
Negotiating and providing advisory services to program staff and grantees.
There is no education substitution for the GS-12 grade level.
