Duties
Serves as the Lead Defense Travel Administrator assigned to a Site Support Office located within the Defense Finance and Accounting Service (DFAS) and provides sustainment of the Defense Travel System (DTS) for supported personnel.
Serves as primary travel policy advisor and DTS technical authority for DFAS users or supported DoD customers specific to supported organizations.
Assists in the formulation, assessment, update and dissemination of DTS information to Organization Defense Travel Administrators (ODTAs) and other appropriate personnel.
Coordinates with the DTS Finance Defense Travel Administrator (FDTA) to perform a variety of budgetary and administrative functions in support of the organization’s travel program, policies, and procedures.
Identifies system problems, discovers alternate solutions and recommends corrective actions to the Traveler and/or organization officials. Participates in identifying necessary modifications and enhancements to DTS.
Gives quarterly briefings and disseminates information to the appropriate Organizational Defense Travel Administrators (ODTAs) and FDTAs. Provides training for the ODTAs, FDTAs, and DTS Officials, as required.

Qualifications
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-07) within the federal service, which demonstrates the ability to perform the duties of the position, is required.
GS-09 specialized experience is defined as: researching and interpreting financial regulations, policies and laws related to financial travel entitlements; analyzing and evaluating reports and data from automated financial systems to identify issues and discrepancies in financial data; and providing guidance for automated financial systems to users.
Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-07 or higher grade in Federal Service.

Education
GS-9 Substitution of Education for Experience: Two full years of progressively higher level graduate education, Master's or equivalent graduate degree, may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements.
