This position is located in the Accounting Analysis/Reconciliation Branch within the Accounting Division of the Chief Financial Officer’s (CFO) office. The selectee will be responsible for the Architect of the Capitol’s (AOC) accounting and financial reporting.  

Duties

Duties quoted at GS-12 level; If selected at the GS-11, candidate will have non-competitive promotion potential to the GS-13.

Qualifications

You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. You must meet all eligibility and qualifications requirements by the closing date of the job announcement.  Additional information on the qualification requirements is outlined in the OPM Qualifications Standards Handbook of General Schedule Positions.  It is available for your review on the OPM web site at OPM qualification standards Specialized experience: is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. ** All applicants must meet the following selective placement factor:  Skill using a financial management system to analyze financial and accounting data.  For the GS-11: In addition to meeting the basic education requirement, you must have specialized experience, directly related education OR a combination of experience and education as described below. Specialized experience: Candidates for the GS-11 grade level must have at least 52 weeks of specialized experience equivalent to the next lower (GS-09) grade level in the Federal service that demonstrates 3 out of 4 of the following: Applying accounting principles, theories, concepts, and practices;  Performing accounting reconciliations in accordance with accounting policies and procedures; Assisting in the preparation of financial statements and other financial reports; and Supporting the evaluation of internal financial reporting controls and auditor request. -- OR -- Education: 3 full years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. To be qualifying, education must be in a major field of study in Accounting, auditing or other field of study with course work directly related to the work of this position. -- OR -- Combination of education and experience: An equivalent combination of the above specialized experience AND higher level graduate education that meets 100% of the qualification requirements for this position. For the GS-12: Specialized experience: Candidates for the GS-12 grade level must have at least 52 weeks of specialized experience equivalent to the next lower (GS-11) grade level in the Federal service that demonstrates 4 out of 5 of the following:  Interpreting and applying accounting policies and procedures; Preparing or reviewing financial statements and other financial reports; Evaluating internal financial reporting controls and support auditor requests;  Analyzing, verifying, and reconciling fiscal transactions and/or records using a variety of accounting systems; and Preparing written communications to convey information related to accounting processes, policies and procedures for large scale organizations. If using education to qualify, candidates must provide transcripts if selected. GS-13 Qualifications: Applicants must possess at least one year of specialized experience at or equivalent to the GS-12 grade level in the Federal service or equivalent experience in the private or public sector.  Specialized experience is defined as the following: Designing and performing accounting reconciliations in accordance with accounting policies and procedures; Establishing requirements, preparing and reviewing financial statements and other financial reports; Implementing internal controls over financial reporting controls and responding to auditor requests; and Applying professional accounting standards to recommend, interpret or develop accounting policies.

Education

REQUIRED EDUCATION

A. Degree: Bachelor's degree in Accounting;  or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" and should be interpreted, generally, as "accountant and/or auditor.")

--OR--

B. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college level education, and training that provided professional accounting knowledge. One of the following must be included:

  1. 24 semester hours in accounting or auditing courses, 6 of which can be in business law;
  2. A certificate as Certified Public Accountant or a Certified Internal Auditor through written exam;
  3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

Special Instructions for Foreign Education: 

Education completed outside of the United States must be deemed equivalent to that gained in conventional/accredited U.S. education programs to be acceptable for Federal employment.

Qualifying education from colleges and universities in foreign countries must be evaluated in terms of equivalency to that acquired in U.S. colleges and universities. Applicants educated in whole or in part of foreign countries must submit sufficient evidence, including transcripts, to an accredited private organization for an equivalency evaluation of course work and degree.

You must provide a copy of the letter containing the results of the equivalency evaluation with a course by course listing if selected.
