The primary purpose of this position is to serve as the High Performance Computing Modernization Program Cybersecurity Service Provider Operations Staff Member accepting direction from appropriate government authorities and act upon that direction; executing within documented DoD guidelines and component information assurance policies and practices.

Duties

IT CYBERSECURITY SPECIALIST (INFOSEC); GS-2210-13 Serves as Cybersecurity Service Provider mission lead, functional expert, and/or team leader conducting Vulnerability Management, Assessment and Analysis activities. Mission lead, functional expert, on Cybersecurity Service Provider Staff conducting Malware Protection activities. Cybersecurity Service Provider mission lead and functional expert in conducting Information Security Continuous Monitoring (ISCM) activities. Cybersecurity Service Provider mission lead and functional expert in conducting Cyber Incident Handling Program and DoD Insider Threat Program activities. Consolidates input from team leads, team members, and intelligence personnel to develop documentation including mission briefings, tactical plans, status updates, situational reports, mission reports, mission out briefs, functional analysis reports, feasibility studies, implementation plans, and cost analysis results.

Qualifications

Per OPM Qualification Standards IOR for Information Technology (IT) Management Series, 2210 (Alternative A). There are no Group Coverage Qualification Standards for this series. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: This standard allows eligibility through meeting the requirements specified in the section titled Experience. EXPERIENCE Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate GS-5 through GS-15 (or equivalent): For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes conducting vulnerability management, assessment and analysis activities; conducting malware protection activities; conducting Information Security Continuous Monitoring activities; conducting Cyber Incident Handling Program and Insider Threat Program activities; and/or preparing a variety of briefs and reports based on technical and procedural assessments of cyber defense incidents. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Advanced knowledge of and skill in application of the concepts, and practices in two or more of the following areas: cyberspace security, computer programming, networking, computer operating systems (Windows, UNIX), malware forensics; threat analysis, operations research, artificial intelligence/machine learning; cyber incident handling and response, penetration testing, software/malware reverse engineering. the application of Information Assurance (IA), Mission Assurance (MA) and threat hunting technologies and techniques, analysis of computer systems, operating systems, network communication protocols, computer and network architectures and virtual machine (VM) technology. Advanced knowledge of IA and MA technologies such as COMSEC, COMPUSEC, EMSEC, and OPSEC, computer systems, digital communications systems, network protocols, and computer architectures; and computer security penetration tools and techniques. Advanced knowledge and skill in identifying, analyzing, articulating and executing program goals and objectives, work processes, and administrative operations of the organization in support of major issues and operational challenges. Skill in developing new or modified work methods, processes, or information protection procedures and proficiency in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations. Ability to clearly and effectively communicate, discuss and present program objectives, managerial tasks, and technical information verbally and in writing. Ability to effectively perform in both leadership and followership roles as part of teams comprised of military, federal civilian, and contract employees from within and outside of the employee's work center and unit. Ability to recognize and analyze problems, conduct research, summarize results, and ability to research, analyze, interpret and apply rules, regulations, and procedures. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
