Duties
The primary purpose of this position is: To serve a Senior Operations Capability Requirements Intergration Officer and Deputy Division Chief for the Requirements Integration Division (AF/A57DY). Plan and direct capability requirements analyses of the effectiveness and sufficiency of a wide variety of Air Force requirements programs and operations to ensure Aire Force needs are met. Provide advice and improvements in developing Air Force joint capability requirements future systems necessary to conduct air, space, and cyber operations.
Duties:
Plans, organizes, and oversees the activities of Air Force Operational capability requirements integration on for the A5R Director and applies Air Force expertise to ensure Directorate.
Responsible for advising senior leader on developing policy in A57DY on Air Force and Joint requirements for future systems necessary to conduct air and space operations.
Represent the Capability Integration organization with a variety of other functional area organizations.
Exercise supervisory personnel management responsibilities.

- The incumbent must be able to obtain and maintain a Top Secret/SCI clearance.
- Work may require travel away from the normal duty station on military and commercial aircraft.

- This position meets the administrative exemption criteria for the Fair Labor Standards Act (5 CFR 551.206).
- This is a Supervisory Position. A supervisory probationary period is required if applicant selected has not previously met this requirement.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Management and Program Analysis Series, 0343.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-14, or equivalent in other pay systems. Examples of specialized experience includes thorough knowledge of the missions, roles, functions, organizational structures, and operations of the DoD, Air Force, and joint organizations as they concern military, operations, capabilities, and capability employment principles; expert knowledge of qualitative and quantitative evaluation techniques for the study of future joint force missions, capabilities and requirements; mastery of systems planning and project management concepts, methods, and practice and management principles and systems sufficient to lead the evaluation of future C4 requirements and to develop a high-level architecture plan to support Air Force and joint mission requirements and to exercise mature administrative and technical judgement in managing programs, resolving complex cross-organizational problems, and developing new hypotheses or fundamental new concepts; and expert knowledge of the Joint Capabilities Integration Development System (JCIDS) and the Planning Programming, Budgeting, and Execution (PPBE) processes. Knowledge of the Capabilities Review and Risk Assessment (CRRA) process.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of Air Force operations, capabilities, and capabilities employment principles including C4 (Command, Control, Communications, and Computers).
Knowledge of the organization, programs, missions, and functions of the Air Force organizations, the Air Staff and the Air Force Capability Planning Process. Knowledge of JCIDS and the Planning, Programming, Budgeting, and Execution (PPBE) process. Knowledge of the Capabilities Review and Risk Assessment (CRRA) process.
Knowledge of resource management principles and techniques.
Ability to plan organize, and direct program functions and to mentor, motivate and lead staff.
Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives with available resources.
Ability to communicate, both orally and in writing, clearly, concisely, and with technical accuracy.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
