About the Position: Incumbent serves in an extremely sensitive and high visibility position directly involved in assisting the Casualty and Mortuary Affairs Operation Division in coordinating casualty notification and assistance, fatal accident presentations, and investigations.

Duties

Responsible for notifying and providing assistance to the Line of Duty (LOD) Officer of all incidents that may result in a formal or informal LOD. Incumbent provides direction, continuity and guidance to Civilian Aides to the Secretary of the Army (CASA) General Staff, MACOMS, major subordinate commands, reserves, and National Guard in the Arizona, Nevada, and southern California. Participates in the preparation of required casualty reports to DA Casualty and concerned commands, units, and organizations. Responsible for the tasking of units for notification and casualty assistance officers.

Requirements

  • Position requires a secret clearance.
  • Position is subject to on-call duties and emergency recall, as determined by the supervisor.
  • Temporary duty (TDY) travel may be required up to 15% of the time.
  • Mission Essential Position: reporting for duty during inclement weather, Natural Disasters, and other emergency situations as directed by the Police Chief/Commander and may require mandatory overtime; subject to recall to duty.
  • Incumbent must maintain a functioning telephone at their residence to aid in contact during recall/emergency situations.

GS-07 Specialized Experience: One year of specialized experience which includes assisting with providing Casualty Assistance guidelines to the Casualty Assistance Officers (CAO) and assisting with executing procedures for reporting and verifying deaths of active duty and retired members. This definition of specialized experience is typical of work performed at the lower grade/level position in the federal service (GS-05). OR Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Public Administration or Business Administration. OR Superior Academic Achievement: Successful completion of all the requirements for a bachelor's degree with Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled. Superior Academic Achievement is based on:(1) Class Standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR(2) Grade-Point Average (G.P.A.) - Applicants must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.; OR(3) Honor Society Membership - Applicants may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies (https://www.achsnatl.org/). OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages. GS-09: To qualify, applicants must have one year or more of specialized experience equivalent to the next lower grade/level. Specialized experience includes performing administrative duties such as preparing casualty reports, responding to request for information regard casualty operations; assisting in arranging and providing personnel for military funeral honors; and coordinating memorial affair operations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07). OR Education: Successfully completed two full years of graduate level education leading to a master's degree (36 semester hours) in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Business Administration, Public Administration. (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. GS-11: To qualify, applicants must have one year or more of specialized experience equivalent to the next lower grade/level. Specialized experience is defined as experience that demonstrates a practical knowledge of executive level administrative services which includes coordinating casualty notifications and assistance; ensuring mortuary benefits are applied and implemented in accordance with applicable regulations; responding to congressional and other inquiries; researching guidance, policy and procedures on casualty and mortuary affairs; and ensuring pay, allowances and death gratuities are properly paid. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business, Organizational Management, and/or Public Administration. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
