About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located with Office of the Chief of Staff of the Army, Special Programs Directorate at the Pentagon, Arlington, VA.
Duties
Serves as an Insider Threat Specialist for the Army Special Programs Directorate (ASPD) .
Performs a wide range of administrative and analytical duties in support of counterintelligence, insider threat, and program protection matters related to Army Special Access Programs (SAPs).
Conducts and manages SAP insider threat risk assessments and referrals for ASPD by gathering, integrating, and analyzing information derived from various sources to assess and detect potential insider threats.
Protect the Army?s SAP information, networks, facilities, and personnel by enhancing the Army?s ability to deter, detect and mitigate insider threats.
Adheres to work related tasks and duty location in support of organizational Continuity of Operations (COOP).
Conducts insider threat risk analysis management, reviewing insider threat reports for potential risk, and assessing threats based on physical and general security related expertise to advise the ASPD and Army leadership to protect Army interests.
Collects data, prioritizes significant and emergent events for further investigation, correlates information with other sources to establish context and compile material into analytic reports and provides briefings to ASPD leadership.
Produces insider threat and risk assessment referral packets then staffs them through appropriate organizations inside and outside theorganization.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Two year trial/probationary period may be required.
- In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
- Must be willing to undergo and successfully complete a counterintelligence-scope polygraph examination with No Deception Indicated (NDI) on a pre-appointment and periodic basis.
- Must be able to obtain and maintain a Top Secret (TS) security clearance based on a T5 investigation/Single Scope Background Investigation (SSBI) with eligibility for sensitive compartmented information (SCI).
- Requires Temporary Duty (TDY) travel up to 20% of the time.

You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.
To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as experience producing analysis based on insider threat referrals; AND assisting in the evaluation of insider threat to a Special Access Program (SAP) or Sensitive Activities environment. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-12).

Specialized experience is progressively responsible intelligence-related security work directly related to the position being filled. Creditable experience may include previous military experience, experience gained in the private sector or in another government agency as long as it was at a level at least equivalent to the next lower band in the series.
