The primary purpose of this position, EQUIPMENT SPECIALIST (ELECTRONIC) GS-1670-07 target GS-1670-11, is to serve as the Technical Manager and perform a wide variety of technical functions in the support of assigned electronics systems/subsystems.
Duties
Review a variety of programming and planning documents such as Program Management Directives, Statements of Objectives, Mission Need Statements, Operational Requirements Documents, etc, to become familiar with new or modified equipment systems.
Participate in preliminary and critical design reviews and technical proposal evaluations.
Accomplish studies, reviews and analysis of technical problems/malfunctions affecting assigned equipment generated from a variety of sources.
Perform duties involved in the disposal of equipment from the inventory due to lack of contractor support, no longer needed, phased out due to technology improvement, etc.
Perform technical review of work performed by lower graded equipment management specialist, as assigned, assisting in the resolution of the more difficult and complex problems and providing guidance on other routine matters.

- The SM, SSM leader, as applicable, will provide an annual appraisal rating input to the functional supervisor for consideration.
- The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays and /or overtime.
- Foreign Military Sales (FMS) employee may be required to provide various technical functions and guidance to representatives of foreign countries, and other DoD components and commands.
- The work requires the incumbent to obtain and maintain the appropriate security clearance.
- Physical Demands: The work is sedentary and requires no physical abilities. Work is performed in an adequately lighted and climate controlled office.
- Work Environment: Work is performed in a normal office setting.
Qualifications
QUALIFICATIONS: Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions and IOR Equipment Services Series, 1670. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below.
SPECIALIZED EXPERIENCE GS-07: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes working as a skilled mechanic or maintenance worker, sales or service engineer, or planner or estimator in a technical group dealing with manufacture, utilization, repair, or operation of equipment; reviewing and applying technical specifications and requirements; analyzing equipment and forecasting spare parts requirements; reading and interpreting engineering change orders, equipment requisitions, shop orders, and work orders; analyzing contract specifications and examining pertinent equipment if specifications are met; and analyzing or supervising maintenance, repair, or production operations to determine methods of improvement. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

COMBINATION OF EXPERIENCE AND EDUCATION: Applicant must have equivalent combinations of one full year of graduate level education or superior academic achievement and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. SPECIALIZED EXPERIENCE GS-09: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes principles, concepts, and theories of Equipment Specialist (Electronic), and the standard practices, methods, and techniques of the occupation sufficient to perform difficult, but well-precedented assignments. Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in grade requirements.

EDUCATION SUBSTITUTION: Have a masters or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or an LL.B. or J.D., if related. COMBINATION OF EXPERIENCE AND EDUCATION: Applicant must have equivalent combinations of one full year of graduate level education or superior academic achievement and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. SPECIALIZED EXPERIENCE GS-11: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes concepts, principles, and practices in the occupation, or those concepts and principles characterized as requiring extended specialized training and experience, and skill in apply this knowledge to difficult and complex assignments such as planning and conducting work that requires significant judgement in evaluating, selecting, and adapting precedents, and modifying procedures and criteria.

EDUCATION SUBSTITUTION: Have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or an LL.M., if related. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-?grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of a wide range of maintenance concepts, principles, and practices of specific weapon systems/equipment and skill in applying this knowledge to difficult and complex assignments.
2. Knowledge of and skill in Total Quality principle, practices, methods, and procedures.
3. Skill in identifying and analyzing complex technical problems and developing innovative solutions.
4. Skill in providing technical advice in terms of oral and written briefings, reports, and recommendations to senior leadership and maintenance technician.
5. Skill in developing interpersonal relationships maintaining good working relationships, and working cooperatively as a member of team.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
