This position is part of the National Archives and Records Administration.The Equal Employment Opportunity (EEO) is assigned directly to the Office of the Archivist with the responsibility of providing leadership, direction and guidance to carry out NARA's EEO Program. The incumbent works independently under the guidance of the EEO Complaints Management Program Manager and provides technical expertise on the Agency's EEO complaint process pursuant 29 CFR 1614 and MD 110.
Duties
The following are the duties of this position at the GS-12. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.
As an Equal Employment Specialist (Anti-Harassment Program Manager), you will:
Serve as a technical representative for the EEO office on issues relating to discrimination complaints and harassment allegations.
Provide managers and employees with information and interpretations of NARA's EEO policies, procedures, and guidelines when there is potential for controversy or the issues addressed involve more than one area of EEO policy.
Review and evaluate programs to assess if they meet basic program goals and objectives of the EEO program. Analyze agency policies and programs, which are not typically susceptible of the case review approach.
Review, analyze, and develop new procedures, policies, and guidelines for use within a major agency segment, such as the EEO office.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
For the GS-12, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service that is directly related to the position to be filled that has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience is defined as:
Applying and Providing guidance addressing Equal Employment Opportunity (EEO) laws, regulations, policies, or procedures for discrimination complaints or allegations of harassment;
AND
Reviewing facts to complete mandatory Equal Employment Opportunity (EEO) reports.
For the GS-11, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-9 grade level in the federal service that is directly related to the position to be filled that has equipped the candidate with the particular knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as:
Applying Equal Employment Opportunity (EEO) laws, regulations, policies, or procedures;
AND
Providing guidance addressing Equal Employment Opportunity (EEO) statutes, regulations, guidelines, or requirements.
OR
Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. Attach a copy of transcript or list of college courses designating semester or quarter hours earned to ensure proper credit.
OR
Combination of experience and education. This is creditable providing the combination consists of 100% of the requirement. Only graduate level education in excess of 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education.
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable (as defined in 5 CFR 300, Subpart F):
For the GS-12, you must have been at the GS-11level for 52 weeks.
For the GS-11, you must have been at the GS-9 level for 52 weeks.
