The Budget Analyst position is located in the Department of Program Services (DPS), Probation and Pretrial Services Office (PPSO), Business Support Staff (BSS). The PPSO is responsible for the financial management, oversight, and support of the judiciary's probation and pretrial services program.
Duties
This position will report to the Business Support Staff Chief in the Probation and Pretrial Services Office (PPSO), Department of Program Services (DPS). The PPSO is seeking a self-motivated, professional Budget Analyst to perform a variety of duties in support of the financial management of the office and the federal probation and pretrial service system. The analyst will also be responsible for preparing the Criminal Law Committee's annual budget request to the Budget Committee, overseeing the execution of PPSO's budget, allocating resources, monitoring spending, and producing financial projections, special analyses and reports on probation and pretrial services' budgetary issues. The analyst's work includes budget formulation, budget execution, and program budgeting and analysis, including development of analytical and policy products which directly improve fiscal responsibility, accountability, and efficiency.
The incumbent will be expected to move quickly with the changing environment and manage multiple priorities. In addition to being organized and analytical, the incumbent must possess the strong business judgment and communication skills needed to interact with a variety of people at all levels of the organization and job functions. The incumbent should be knowledgeable about the federal government's budget processes and possess strong writing, editing, and quantitative skills to prepare budgetary, analytical, and policy documents. The ideal candidate must have excellent customer service skills.
The duties of this position include, but are not limited to:
Participating in the development of the Criminal Law Committee's annual budget request, justification, and re-estimates to the Budget Committee of the Judicial Conference and to Congress, including tables, supporting narrative, and graphic displays.
Managing and preparing portions of PPSO's annual financial plan with responsibility for formulating and executing budget plans, monitoring expenditures and conducting budget trend analysis.
Overseeing and assisting in the preparation of financial estimates, analyses, reports, and other data to help evaluate and maintain the effectiveness of PPSO program requirements, systems, and procedures.
Reviewing, analyzing, and/or assisting in preparing budget estimates for one or more national programs.
Performing analyses of probation and pretrial services' program spending including projections of current or proposed spending.
Preparing staffing reports and generating automated reports for personnel data.
Preparing budget policy guidance and developing training.
Coordinating with the agency procurement staff on PPSO procurement matters to include preparing and proposing an annual procurement and acquisition plan.
Assisting with managing funds related to travel authorizations and vouchers for PPSO staff and non-staff requirements, including reviewing requests for funding information before travelers enter the request in the Judiciary Electronic Travel System (JETS) and other systems.
Providing on-going technical advice and assistance to managers of national programs on a wide range of budget formulation and execution issues with a focus of turning data into high level information for a wide variety of audiences.
Participating in the semi-annual meeting of the Budget Advisory (BAC) and preparing supporting materials as needed for the probation and pretrial services representatives on the BAC.
Preparing the long-range staffing and program estimates for the probation and pretrial services' program.
Writing and preparing a variety of high-level PPSO program related documents to include reports, correspondence, recommendations, and others; and speaking and interacting with PPSO leaders, staff, and all levels of internal and external customers as needed.
Participating in special assignments and projects as needed.
Qualifications
Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.
Specialized Experience: Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience must demonstrate experience in ALL areas defined below:
Managing and preparing annual financial plans, executing budget plans, and monitoring expenditures;
Overseeing and assisting in preparation of financial estimates, analyses, reports, and other data; and
Reviewing, analyzing, and/or assisting in preparing budget estimates for one or more national programs.
