About the Position: Serves as the Resource Manager within the Resources Branch, Mission Support Division (MSD), Logistics Data Analysis Center (LDAC), United States Army Materiel Command (AMC).
Duties
Provides oversight, technical advice, and assistance on all phases of budget formulation.
Develops, coordinates, and issues supplemental budget guidance/instructions and suspense to subordinate cost center staff for preparation and submission of program data.
Consolidates the Annual Command Budget Estimates, Program Objective Memorandum (POM) input, and other budget and resource documents.
Conducts joint reviews of current and projected fund status with internal budget analysts.
Analyzes trends in fund utilization and directs preparation of periodic performance reports to compare actual with forecasts.
Maintains coordination on manpower restructures, command plans, downsizing, and POM submissions to ensure financial and manpower resources are in alignment.
Coordinates and conducts periodic and special manpower utilization reviews to support the mission and brief leadership.
Oversees civilian personnel actions.
Serves as the SME for all service acquisition and contracting matters.
Provides financial oversight for all contracts.
Monitors the progress of contracting efforts and oversees the link between execution and ultimate payment.
Plans work to be accomplished by subordinates, setting priorities and scheduling completion based on priorities and selective considerations of the difficulty of assignments and capabilities of employees.
Gives advice, counsel, or instruction to individual employees on both work and administrative matters.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- A Secret clearance is needed.
- THIS IS A FINANCIAL MANAGEMENT Level 3 Certified position.
- TDY travel may be required up to 25%.
- Incumbent is required to submit a Confidential Financial Disclosure Report, OGE-450.
- A one year probation period may be needed.
- A one year supervisory probation period may be needed.

Specialized Experience: One year of specialized experience equivalent to the GS-13 grade level in the Federal Service which includes directing and managing the Resources Branch; Overseeing Budget formulation and execution, program analysis and contracting program; Consolidates the Annual Command Budget Estimates; Oversight of Civilian Human Resources, Manpower programs, Program Objective Memorandum (POM) input, and other budget and resource documents; Supervising and developing subordinates. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
