This position is located in the Drug Enforcement Administration (DEA), Diversion Control Division, Office of Diversion Control Regulatory, UN Reporting and Quota Section. This position(s) primary purpose is to support the UN Reporting and Quota Section with responsibility for administrative support activities intended to reduce the opportunity for the commission of criminal acts in violation of the Controlled Substances Act.

As a Program Analyst, your typical work assignments may include: Advising management on issues pertaining to accepted, excluded or exempted drugs and drug products consistent with DEA regulations. Evaluating operational programs and working with Senior Program Analysts to recommend changes. Conducting research in the resolution of administrative or technical issues affecting program areas of responsibilities. Gathering information on current political, business, and law enforcement intelligence which impacts program policies and procedures. Utilizing databases and software programs to track incoming queries from external customers or registrants. Preparing materials for conferences and training courses regarding pharmaceutical control programs, import/export notification systems, record keeping and law enforcement information management concepts and systems.

Qualifications

Applicants must meet the Specialized Experience requirements as noted below. All qualification requirements must be met by the closing date of this announcement. Qualification claims will be subject to verification. Specialized experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. One year of specialized experience for this position includes: GS-11: Must have one (1) year of specialized experience equivalent to at least the GS-09 level or pay band in the Federal service that includes performing the following duties: 1) Conducting research to resolve problems; 2) Interpreting and applying regulations; 3) Analyzing data to determine compliance with regulation and procedures; 4) Advising management on issues; preparing reports. -OR- SUBSTITUTION OF EDUCATION FOR EXPERIENCE: The experience requirement for the GS-11 level may be met by a Ph.D. or equivalent doctoral degree or three (3) full academic years of progressively higher-level graduate education leading to such a degree or LL.M., if related. OR COMBINING EDUCATION AND EXPERIENCE: Equivalent combinations of successfully completed education and experience may be used to meet the experience requirements. (To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond the first two years by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.) GS-12: Must have one (1) year of specialized experience equivalent to at least the GS-11 level or pay band in the Federal service that includes performing the following duties: 1) Analyzing data to identify trends; 2) Using quantitative analytical methods to solve problems; 3) Evaluating the efficiency and effectiveness of major agency operations; 4) Providing advice and guidance on policy, regulations, and program developments; and, 5) Researching and composing reports. Competencies: Your qualifications will be evaluated on the basis of your level of competencies in the following areas: Oral CommunicationPlanning and EvaluatingResearchTechnical CompetenceWriting Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
