Duties
Serves as a senior member or coordinator of an IT project/program support team responsible for ticket and contractor management, business systems requirements assessment, evaluation, analysis, elicitation, interpretation, planning.
(cont.) design, development, documentation, performance/process improvement, testing, validation, implementation, and sustainment/maintenance of an assigned area/subsystem/application.
Demonstrates leadership skills in communication, team leading, customer service, and self-development and initiative.
Experience with or knowledge of SAP and/or FLIS ancillary applications,
Plans and establishes the work schedules, deadlines and standards for acceptable work, tasks, and the development of project proposals and work breakdown structures (WBSs). Monitors quality of vendor service contract and RMF compliance.
Evaluates and analyzes the customer's IT business system requirements for feasibility, cost-effectiveness, integrity, completeness, compliance, compatibility and testability.
Conducts and/or participates in the research and investigation of technological developments that have the potential to fix, prevent/end an outage, or improve the design, documentation, compatibility, feasibility, testability, development.
(cont.) testing, installation, implementation, and support of new or existing applications software.
Elicits and interprets IT requirements from customers (and other DoD departments, military services, and Government agencies as needed) for DLA's systems through brainstorming, research and analysis, focus groups, interviews.
(cont.) observation, prototyping, requirements workshops, on-boarding and requirements, on-site visits, and/or one-on-one meetings.
Performs "level of effort" assessment/impact analysis in concert with customers, coworkers, and system users for IT fixes, enhancements and other changes based on high level business requirements.

Qualifications
To qualify for an IT Specialist (SYSANALYSIS), your qualifications must include:
Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and is directly in or related to this position. To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
- Designs, develops, and implements an appropriate IT solution that fixes, enhances or fully satisfies the customer's business systems requirements
- Develops IT functional requirements, risk analysis, operational concepts, detailed inputs/outputs, system interrelationships, and processing logic.
- Analyzing existing systems capabilities; balancing competing requirements, understanding data definitions and the functional implications of system changes; clarifying and coordinating requirements, resolving problems, and persuading/negotiating with others to agree with IT requirement changes.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.
