This position is in the Ronald Reagan Building and International Trade Center, 1300 Pennsylvania Ave., NW., Washington, DC, in the Bureau for Policy, Planning and Learning Program Office, at the U.S. Agency for International Development (USAID).
Duties
Serve as the primary expert on human resources management matters for an organization with varied functions and programs, each with new and changing requirements for administrative, human resources and program support services.
Serve as a Lead, responsible for the daily oversight of the Staffing and Workforce Mgmt. sub-team, covering a range of HR mgmt. functions such as: workforce planning; staffing and recruitment, performance management; and admin. support operations.
Articulate and communicate to the team the assignment, project or problem to be solved; actionable events, milestones, and/or program issues under review, and deadlines and time-frames for completion.
Serve as a technical resource and advisor to Bureau leadership on workforce planning strategies and implementation across all hiring categories, including recruitment and career development.
Identify challenges and solves problems preemptively. Develops systems for tracking, managing and reporting.
Maintain continuous and effective liaison with HCTM, the Bureau for Management (M), The Office of Security (USAID/SEC) and the Chief Information Officer (CIO) on a wide array of personnel, management and operations initiatives
Requirements

- Must be able to obtain and maintain a Secret clearance.
- Time in grade must be met by the closing date of the vacancy announcement.

Qualifications
Specialized Experience:
GS-14: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. One year of specialized experience refers to full-time work; we consider a part-time job on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes
(Experience serving as a subject matter expert in the interpretation and furtherance of management principles, practices, methods, and techniques in order to manage and coordinate a wide range of administrative services for a moderately large and complex organization;
Experience with human resource policies on staffing and recruitment; and
Managing and leading teams that must work with other teams to be effective, especially in larger organizations or across a diverse set of organizations.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience relevant to the position's duties to be filled, including volunteer experience.
