You will serve as a FINANCIAL MANAGEMENT ANALYST in the CENTER FOR NAVAL AVIATION TECHNICAL TRAINING, RESOURCE MANAGEMENT DIRECTORATE of CTR FOR AVIATION TECHNL TRNG.
Salary range:
GS-09: $57118 - $74250 per annum
GS-11: $69107 - $89835 per annum
Duties
You will use an office automation software program to compose financial reports providing status updates or business information.
You will advise customers concerning issues related to financial management systems.
You will identify potential budget or financial impact of new or revised legislation or regulations on current programs or processes.
You will serve as an organization's financial liaison between customers and the organization.
You will conduct financial planning and budgeting analysis for organizational programs.
You will analyze financial transactions or reports from the Standard Accounting, Budgeting and Reporting System-Field Level (SABRS-FL) or similar financial management system to identify problems or erroneous transactions.
You will analyze and resolve financial business problems using data generated from multiple databases.
You will create funding documents and amendments for current and prior year funding to be sent to outside agencies for procurement or lease of material, services, or equipment.
Requirements

- This is a Financial Management Level I certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
GS-11
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Use knowledge of the financial management policies, precedents and procedures to advise management; 2) retrieve and analyze reports by using the financial management systems; 3) Skill in identifying, analyzing and resolving a range of budgetary problems such as development of alternative methods of funding; 4) Formulation of budget estimates for programs in which funding requirements have changed significantly; and 5) identifying and analyzing budget problems to develop alternative solutions. Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Advise management on financial management and budgetary policies, precedents, procedures, and regulations; 2) Use knowledge of administrative and financial management systems to extract data; 3) Ability to identify, analyze, and resolve a range of budgetary problems; 4) Identify and analyze budgetary problems and develop alternative solutions.
