This position is part of the Warfare Centers Personnel Demonstration Project. The NT-4 pay band encompasses positions equivalent to GS-11 and GS-12.
You will serve as a Purchase Request Creator/Government Purchase Card Buyer in the Purchase Requisition Branch of the Property Management Division at Naval Surface Warfare Center Crane Division.
Duties
You will analyze requirements against a myriad of complex regulatory and business rules to ensure compliance and completeness.
You will complete financial validation and technically screens requisition forms to ensure technical completeness and compliance with local and NAVSEA acquisition guidelines and requirements.
You will perform the creation, searching, and determination of appropriate material masters.
Requirements
- This is a bargaining unit position.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-3 pay band (GS-9 and GS-10 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Analyzing and evaluating Navy enterprise resource planning (N-ERP) transactions by auditing purchase card request in order to identify business process issues and recommend options for improvement.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
- A Ph.D. or equivalent doctoral degree; OR
- Three full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree; OR
- An LL.M., if related to the position being filled; OR
- A combination of experience and graduate education as described above that equates to one year of experience.
