The United States Attorney's Office for the Southern District of Florida's (USAO-SDFL) mission is to enforce and defend the laws of the United States of America through the prosecution of criminal cases brought by the Federal government; the prosecution and defense of civil cases in which the United States is a party; and the collection of debts owed to the Federal government that are administratively uncollectible.
Duties
This Program Analyst analyzes management issues and recommends resources necessary to evaluate individual operations and functions for the purpose of ascertaining improvement, efficiency, effectiveness, modification, and/or recommendation of better management goals which impact the entire OCDETF Region. Based on a thorough knowledge of the functions, processes, and principles of the OCDETF Program, identifies issues in need of study, develops analytical methods, conducts investigations, and prepares option papers to present findings. Studies are often complex and cut across functional areas. Recommendations may involve reorganizations of the workforce, increased automation, or reallocation of resources.
If selected for this position, you will join a well-respected team that is responsible for providing Program Analyst support in the U.S. Attorney's Office, Southern District of Florida, located in Miami, Florida, focusing in the areas of Organized Crime Drug Enforcement Task Forces.
Typical work assignments will include:
Analyzing potential effect of new or proposed legislation, staffing levels, office automation technology, etc., and develops short- and long-range plans to ensure that OCDETF Region operations are conducted effectively and efficiently.
Analyzing and evaluating current office systems and develops new or alternative procedures to improve the effectiveness of work methods and procedures, use of equipment, organizational structure, management controls, caseload management, changes in priorities, workflow, and systems development for the OCDETF Regional managers.
Analyzing and studying trends of current computer, word processing, and information processing equipment technology for adaptation to the office.
Developing and maintaining a system of internal controls to promote efficiency and to establish priorities for the allocation of resources within the Region.

Qualifications
MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying:
To qualify at the GS-11 level, you must possess:
Specialized Experience: At least one year of specialized experience equivalent to the GS-09 level in the Federal service performing (obtained in either the public or private sectors) the duties listed below:
(1) Analyzing processes and/or data to develop recommendations for improving an organization's Drug Enforcement or legal processes;
(2) Coordinating with individuals and/or organizations that use legal information to support reports and data requests, exchange critical information concerning investigations, and/or provide feedback on ongoing criminal investigative matters;
(3) Using analytical tools, tracking and/or accounting reports to determine real time funding and expenditures for specific investigations.

Have successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. Have the specialized experience as described in A, but less than one year; and I have at least one year of the education as described in B, but less than the required two years. I have computed the percentage of the requirements that I meet, and the total is at least 100% (To compute the percentage, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09is required to meet the time-in-grade requirements for the GS-11 level. One year at the GS-11is required to meet the time-in-grade requirements for the GS-12 level.
You must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted; recommended SF-50s include promotions and step increases (within grade increases).
