You will function as a Financial Management Analyst for the Joint Strike Fighter (JSF) Joint Program Office (JPO) and within the Business and Financial Operations Department of NAVAIRWARCENAC DIV.
Duties
You will provide resources support with primary emphasis on financial management and planning for assigned financial management program.
You will perform work related activities in any of the phases or systems of budget administration. You will lead a financial team of budget clerks, technicians, and/or analysts to accomplish financial management program goals.
You will provide advice to department heads and their staff members on financial management and policy as well as the legalities of the financial system.
You will analyze and recommend costs and benefits of alternative methods of financial management of organizations programs and administrative operations.
You will use Navy Enterprise Resource Planning (N-ERP) financial system and other financial systems to extract, interpret and analyze financial reports.
You will communicate with internal and external contacts to present, justify, defend, negotiate or settle matters involving significant or controversial issues.
Requirements

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- This is a Financial Management Level II certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
Qualifications
For Financial Management Analyst DA-0501-05 position, your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-11/12) or pay band (DA-04) in the federal service or equivalent experience in the private or public sector. Specialized experience includes duties related to the following: (1) Analyzing, evaluating, and reviewing budget and financial data to support management decisions; (2) Interpreting and applying fiscal law, policies, and principles; (3) Reviewing and evaluating budget requests to ensure program/project requirements are met; (4) Utilizing Navy Enterprise Resource Planning (N-ERP) financial system or similar financial system to extract, interpret, and analyze financial reports; and (5) Evaluating program-funding plans to identify funding issues, make decisions, and provide financial technical advice.
For Financial Management Analyst DA-0501-04 position, your resume must demonstrate at least one year of specialized Financial Management Analyst experience equivalent to the next lower grade level (GS-9/10) or pay band (DA-03) in the federal service or equivalent experience in the private or public sector. Specialized experience includes duties related to the following: (1) Analyzing, evaluating, and reviewing budget and financial data to support management decisions; (2) Applying fiscal law, policies, and principles; (3) Reviewing budget requests to ensure program/project requirements are met; (4) Utilizing Navy Enterprise Resource Planning (N-ERP) financial system or similar financial system to extract and interpret financial reports; and (5) Assisting with the evaluation of program-funding plans to identify funding issues, make decisions, and provide financial technical advice
OR
You have successfully completed a Ph.D. or equivalent doctoral degree.
OR
You have successfully completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree.
OR
You have successfully completed an LL.M. degree that is related to the position being filled.
OR
You have a combination of experience and graduate education as described above that equates to one year of experience. Your percentage of the required education plus your percentage of the required experience equal one hundred percent.
