You will serve as a HR SPEC (EMPLOYEE RELATIONS/LABOR RELATIONS) in the HUMAN RESOURCES OFFICE of MARINE CORPS BASE CAMP PENDLETON.
Duties
You will serve as a Labor Relations Specialist responsible for developing plans, policies, and procedures for local implementation of the Department of Navy and U.S. Marine Corps Labor Relations program.
You will inform managers and supervisors of the requirements of the labor relations program and provide assistance regarding management rights and obligations.
You will prepare for negotiation proceedings by collecting and analyzing information secured from all levels of management, by reviewing grievance files and by discussing problem situations with supervisors and managers.
You will serve as point of contact for both union and management officials on problems dealing with provisions of agreements and attempts to find solutions that are satisfactory to both parties.
You will serve as an Employee Relations Specialist for assigned organizations, providing advice and assistance to employees, supervisors and officials on individual disciplinary and adverse action cases.
Requirements

- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Serving as a consultant to management in the areas of labor and Employee Relations; Assessing potential impact and precedent-setting implications of pending employee/labor disputes; Developing/delivering briefings, status reports, and correspondence to managers to foster understanding and acceptance of findings/recommendations; AND Providing advice and assistance to legal representatives of management in the technical aspects of personnel administration during formal hearings, grievances, and appeals.
GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Researching Employee and Labor Relations concepts, principles, laws and regulations to serve as a consultant to management in the areas of Labor and Employee Relations; Providing guidance on employee rights to managers and employees; AND Discussing conflicts, disputes, or grievances to negotiate solutions and improve working relationships with labor officials.
