This position is in the Nursing Acute Service of the James A Haley Veterans Hospital and Clinics, reporting to the Chief Nurse of the department. The paramount function of this position is to provide administrative support to the Chief nurse and other Nursing Acute staff in their mission to serve our Veterans.
Duties
Duties include but are not limited to the following:
Maintains the organizational chart and employee listing for the Acute Care Service in accordance with Human Resources (HR) policy
Accurately tracks Full Time Equivalent (FTE) portions and provider types to assure effective use of human resources assigned to the Nursing Acute Department.
Assists and works with the Chief nurse and the supervisor in identifying personnel needs and problems and works directly with all staff personnel in resolving problems involving issues in many different subject areas.
Acts as a liaison with HR, coordinates personnel action, maintains personnel related records such as performance ratings, position descriptions, and awards.
Provides initial orientation for new staff on their first day working in the service including coordinating and assisting them in obtaining everything needed to begin working including, but not limited to computer access, pharmacy access, keys, setting up signature codes, completion of mandatory training, etc.
Assists new employees with understanding and navigating the various systems including Talent Management System (TMS) and timekeeping methodologies for a variety of appointment types.
Keeps the Chief nurse and other management officials informed of the status of on-going personnel actions. In preparation for the annual meeting with HR and Fiscal and, as otherwise needed, maintains, gathers and complies records of organizational charts, staffing levels, functional statements and program resource use and availability.
Collaborates with HR to classify new position descriptions, and process hiring actions as needed. Guides and improves the process for hiring providers and other Nursing Acute staff within the scope of the service's responsibilities. Includes interface with HR, Medical Staff Office (MSO), Position Management Committee (PMC), and other stakeholders in securing a workforce able to meet demands of 21st century health care.
Obtains application documentation forms and coordinates the entire hiring process from start to finish.
Utilizes the WebHR website to enter all personnel actions.
Creates and maintains a Position Description Listing (PDL) that tracks Primary Care FTE and the process of each applicant in the various stages of the hiring process used to facilitate a weekly meeting with HR Specialists.
Serves as the administrative liaison between the Chief nurse and the managers within the service as well as all the employees in the service and other services and leadership in the JAHVMC.
Assists in maintaining the calendar for the Chief Nurse with complete authority for coordination of commitments of time and meeting requests. Assists with screening all calls and visitors, answering all questions and inquiries with the exclusion of clinical issues which are referred appropriately.
Assists the Chief Nurse throughout each day in responding to a variety of issues and helps to resolve non-clinical issues.
Acts independently in creating informational emails and flyers regarding top priority issues such as the Personal Identify Verification (PIV) Card process, phone tree, timekeeping, etc.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/15/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Experience with VA databases such as VSSC, EDIS, BMS, Vista, and DSS in order to complete analyses of the JAHVH
Formulating, administering, and implementing policies and directive materials within the Nursing program
Utilization of Fund Control Point (FCP) and general post funds (GPF)
Experience with financial management, human resources, project management, process improvement methods, statistical analysis, data generation, and evaluation
Use of relational and communication skills, advanced knowledge of and experience with computer, oral and written communication skills and the ability to work with others

Physical Requirements: Physical demands range from sedentary to long periods of walking and/or standing. Occasional travel is required.
