This position requires excellent relational and communication skills; advanced knowledge of and experience with computers; oral and written communication skills and the ability to work with others. Time management skills and a high level of judgement are necessary. This position also requires independence of action, general latitude for decision making and knowledge of information sources concerning complex question, policies, and procedures within the Nursing Services programs.
Duties
Duties include, but are not limited to the following:
Knowledge in, and be able to assume the responsibility for formulating and administering policies and developing or coordinating directive material implementing these policies.
Assumes the responsibility for the day to day service operations, supervision and administration, identifying areas requiring attention and recommending course of action to the Chief Nurse.
Responsible for developing short and long-rage plans, conducting systematic reviews and assuring documentation and reporting of service transactions, activities, workload, etc.
Carry out work independently, using their judgement to resolve problems in accordance with published policy.
Assumes the responsibility in the development and implementation of the respective Nursing Service Performance improvement program.
Reports monthly to the Nursing leadership staff on performance improvement activities, problems identified, actions taken, and follow-up.
Maintains current requirements for accreditation, assembles data for surveys, coordinates activities, prepares reports, and monitors progress on recommendations.
Utilizes advanced knowledge of VHA databases, such as VSSC, EDIS, BMS, Vista, and DSS in order to complete analyses of the JAHVH, particularly as it relates to efficiency and productivity.
Independently prepares complex reports that vary in diversity and depth for VHA, which contain sensitive data pertaining to the operation of the healthcare system, such as quality indicators, financial indicators, and personnel indicators.
Serve as a control point official for Nursing fund control points (FCP) and general post funds (GPF).
Prepares annual budget requests and must have knowledge in the development and overall management of budgets.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/11/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
Award 50's do not provide sufficient information and will not be accepted for the purpose of verifying time-in-grade.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization.
Examples of specialized experience would typically include, but are not limited to:
Experience in health care delivery systems such as, financial management, human resources, project management and process improvement methods.
Skilled in databases programs, such as VSSC, EDIS, BMS, Vista, and DSS in order to complete analyses, particularly as it relates to efficiency and productivity.
Experience in the development and implementation of the Performance Improvement Programs.
Experience as a Fund Control Point (FCP) official for a Nursing Service and General Post Funds (GPF)
Advanced knowledge of and experience with computer, oral and written communication skills

Physical Requirements: Physical demands range from sedentary to long periods of walking and/or standing. Occasional travel is required.
