This position is part of the Defense Human Resources Activity. The incumbent will serve as a Senior Program Management Officer at DEOMI; will be responsible for shaping, developing, and interpreting broad policies and guidelines for the DoD and the Director of the DoD Center(s) of Excellence (CoE) at DEOMI; and will identify future requirements and assist the Director in establishing DoD-wide goals, standards, plans and priorities for advancing DoD and DEOMI human relations programs.
Duties
As a PROGRAM MANAGEMENT OFFICER (MEO/EEO) at the GS-0301-14 some of your typical work assignments may include:
Supporting strategic and program planning activities for integration and alignment with DoD-Wide MEO and EEO programs; working directly with Service Component offices, Military Departments, and Defense Agencies, to develop, shape and work to integrate policies, programs and plans for the DoD.
Ensuring training, education, and research programs are aligned to requirements set by the DoD and working collaboratively with departments and across directorates to achieve compliance.
Developing and reviewing Military Department training requirements and making recommendations to ensure training is aligned with current public laws, DoD policies, and guidelines, as appropriate.
Working across the Services, DoD agencies, and DEOMI to identify and standardize core competencies related to practitioners, leaders, service members and civilians to establish training, education, field support, and technology requirements.
Ensuring DEOMI, Department and Service education and training programs are suitable for accreditation; representing DEOMI in ensuring education and training accreditation is obtained and maintained for requisite programs.
Working to establish DoD-recognized credentialing for the requisite programs to ensure quality, standards, and excellence in practitioner skill sets.
Providing expert advice and guidance to senior leaders across the DoD to prevent, resolve, and adjudicate human relations issues; analyzing data, conducting research, and preparing interpretive reports and responses to inquiries from USD(P&R) leadership, internal and external stakeholders (i.e., Government Accountability Office, Congress, external organizations, or the media).

Qualifications
You may qualify at the GS-14, if you fulfill the following qualifications:
One year of specialized experience equivalent to the GS-13 grade level in the Federal service:
Performing as a program manager or program analyst for a human relations program at a directorate level.
Shaping policy at an agency level for a human relations program.
Conducting briefings and issuing written communication to executive level personnel.
Evaluating a training program for effectiveness and compliance with established policies, regulations, and laws.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
