About the Position: The incumbent serves as the Privacy Officer for Kimbrough Ambulatory Care Center with responsibility for the day-to-day administration of the Health Insurance Portability and Accountability Act (HIPPA) Program.

Duties

Responsible for the day-to-day administration of the Health Insurance Portability and Accountability Act (HIPAA) Program. Monitor HIPAA compliance and provide technical coordination and advice on the HIPAA program and policy. Investigate HIPAA complaints and implement HIPAA privacy policies. Conduct reviews and analysis of workload in order to identify negative trends and problem areas to hospital command group. Direct and ensure delivery of privacy training and orientation to all employees, volunteers, clinical staff, business associates, and other appropriate third parties. Utilize a variety of computer software to prepare statistical reports, trend spreadsheets, presentations and a variety of documents. Conduct studies and survey work through data collection and analysis to identify potential operating problems and recommend improvements. Develop and publish directives providing guidelines and operating procedures for FOIA/PA issues. Maintain accurate, up-to-date automated database of all FOIA/PA requests to ensure timelines are met and the status of each request can be determined. Develop and review procedures and requirements, assure compliance with changing guidance from Regional Health Command-Central.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Tier 1 security investigation or access for the duration of employment. A background investigation and credit check are required.
  • This position has a mandatory seasonal influenza vaccination requirement and is therefore subject to annual seasonal influenza vaccinations.
  • This position requires the incumbent to have tuberculosis testing.

Specialized Experience: One year of specialized experience which includes administering and evaluating medical records and compliance with health portability and accountability (HIPAA) rules and regulations; developing new policies and procedures for the administration of medical records programs and compliance with HIPAA rules; resolving complex medical records management problems; and drafting and reviewing proposed rules and regulations. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Healthcare Administration or Human Resource Management. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: ComplianceCompliance InspectionHealth Records Management Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07).
