About the Position: This position is located with the HEADQUARTERS, US ARMY FORCES COMMANDDEPUTY CHIEF OF STAFF G-6, Fort Liberty NC, which is centrally located hours away from the beautiful beaches of North Carolina and the scenic Blue Ridge and Smoky Mountains.
A Term position may be extended to a maximum of eight years depending upon the needs of management. Incumbent of this Term position may be eligible for conversion to a career-conditional or career appointment at a later date.
Duties
Serves as Program Analyst under the general administrative direction of the Branch Chief, Enterprise Services Branch.
Works closely with the Enterprise Licensing Agreement Team Leads and Action Officers.
Develops and monitors the FORSCOM Information Technology acquisitions program in support of software and system support acquisitions.
Develops program goals and objectives as well as strategies for meeting those objectives, makes assignments of a very broad and general nature covering long-range program plans, objectives and policies.
Provides oversight, advice and recommendations and develops policies, procedures and goals.
Assists the Division Chief in developing program and project plans that accomplish FORSCOM efficiency goals and objectives.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret Security Clearance.
- This position require the incumbent to disclose Financial Disclosure Statement OGE Form 450.
- This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
- This is a Term position NTE 3 YEARS.
- This position may require a Trial Period of One-Year.

Minimum Qualifications
Specialized Experience: One year of specialized experience which includes 1) Management of Enterprise Licensing Agreements, 2) Performs software and hardware assets life-cycle management, 3) Develops organizational software plans, policies, processes, and procedures, 4) Ensures organizational compliance in accordance with agency governance, 5) Consolidates reporting unit submissions to develop total organization software requirements list, and 6) Coordinates and supports the development of software acquisitions and budgetary packages. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
