Duties
Joining Customs & Border Protection (CBP), Office of Acquisition, will allow you to utilize your expertise in both leadership and program management to serve as a supervisor over a team of Management and Program Analysts who conduct a wide variety of administrative, Workforce Management, data and trend analysis, training, performance management, and program planning activities related to the missions and functions of the Office of Acquisition. This position starts at a salary of $132,368.00 (GS-14, Step 1) to $172,075.00 (GS-14, Step 10) with promotion potential to $172,075 (GS-14 Step 10). In this Supervisory Management and Program Analyst position you will become a key team member of Homeland Security professionals involved in supervising subordinate staff who manage a wide variety of mission support programs, initiatives, and provide services to the organization; analyzing administrative aspects of substantive, mission-oriented programs; generating and applying new hypotheses and concepts to improve effectiveness and efficiency of operations; supporting the Assistant Commissioner, Office of Acquisition, and senior leadership in management and direction of a variety of mission support programs and functions; and proving timely and accurate delivery of internal and external management, administrative functions, assigned projects, and a wide range of activities related to personnel, organizational management, resources, and budget.
Typical Work assignments include:
Directing and overseeing the production of a wide variety of mission support programs and initiatives, which includes monitoring program accomplishments and identifying actual and potential problem areas, trends, merit and deficiency situations, areas of imbalance and other similar factors and serving as a mentor, coach, facilitator, and negotiator in coordinating team initiatives and in consensus building activities among team members;
Engaging in frequent consultation with hiring manager/selecting official and liaise with the CBP Hiring Center on staffing and recruitment matters; which includes working with the CBP-HC and the field to answer questions regarding, series, grade, proper position description, etc., liaise between the CBP-HC and the field for selecting the proper method for nationwide recruiting;
Overseeing and providing expert advice on a wide variety of administrative programmatic issues; including, but not limited to, implementation of critical internal control activities, demonstrating expert ability to oversee duties of the Local Property Officer, evaluating and performing technical analysis on all aspects of new or established key programs including program goals and objectives, effectiveness, work operations, progress, and resource utilization and allocation; Monitoring information systems to ensure compliance with DHS/CBP training requirements and oversees OA application process for DHS/CBP training programs; AND
Serving as the focal point for issues impacting organizational changes to ensure change complies with CBP policy, to include managerial programs and requirements, directing the review of all submissions for substance, conformance with instructions, completeness, and authorizations, and issues, maintains, and controls final planning and controls documents and their amendments.
Qualifications
Specialized Experience: You qualify for the GS-14 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:
Planning and conducting a wide variety of administrative, Workforce Management, and program planning activities;
Performing review and management analysis;
Applying a wide range of Workforce Management concepts, laws, practices and analytical diagnostic methods and techniques;
Ensuring timely receipt, processing and excessing of personal property and other equipment; and
Monitors training compliance and application process for training programs.

You must:
Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and
Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 09/12/2023.

Residency: There is a residency requirement for all applicants not currently employed by CBP. Individuals are required to have physically resided in the United States or its protectorates (as declared under international law) for at least three of the last five years. If you do not meet the residency requirement and you have been physically located in a foreign location for more than two of the last five years, you may request an exception to determine if you are eligible for a residency waiver by meeting one or more of the following conditions:
Working for the U.S. Government as a federal civilian or as a member of the military
A dependent who was authorized to accompany a federal civilian or member of the military who was working for the U.S. government
Participation in a study abroad program sponsored by a U.S. affiliated college or university
Working as a contractor, intern, consultant or volunteer supporting the U.S. government
Probationary Period: All employees new to the federal government must serve a one year probationary period during the first year of his/her initial permanent federal appointment to determine fitness for continued employment. Current and former federal employees may be required to serve or complete a probationary period.
