About the Position: Kimbrough is the headquarters of the U.S. Army Medical Department Activity (MEDDAC), Fort George G. Meade, includes a number of U.S. Army health clinics, occupational health clinics, telemedicine, behavioral health, allergen extract lab, drug testing labs, and environmental health clinics at several installations in MD, PA, VA, & DC. Kimbrough provides primary care, selected specialty care & same day surgery for TRICARE Prime patients.

Duties
Perform various budget functions involving the formulation, justification, and/or execution of budgets for organizations, programs, or projects.
Apply related laws, regulations, policies, precedents, methods, and techniques of budgeting.
Monitor and review obligations, expenditures, reimbursable orders, requests for allotments, etc. through examination of accounting records, continuing dialogue with program officials and their staffs and review of written documents.
Prepare a variety of reports covering the status of funds, expenses and obligations.
Participate in the monitoring of year-end closing to ensure proper and full use of provided funds.
Maintain local budget/financial systems.
Resolve informal complaints of employees and refer others, such as formal grievances and appeals, to the supervisor or an appropriate management official.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Tier 1 security investigation or access for the duration of employment. A background investigation and credit check are required.
- This position has a mandatory seasonal influenza vaccination requirement and is therefore subject to annual seasonal influenza vaccinations.
- This position requires the incumbent to have tuberculosis testing.
- This is a DOD Financial Management position. The incumbent must complete training and meet position requirements for certification at Level 2 within 2 years of appointment. Failure to obtain and maintain certification may result in adverse action.

Specialized Experience: One year of specialized experience which includes assisting with budget planning and forecasting; analyzing and resolving budgetary problems; and coaching or training team members. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
Education
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
