The selectee of this position serves as a Management and Program Analyst responsible for conducting studies and analyses to address Asset Forfeiture issues; and recommending corrective actions on problems encountered by U.S. Marshals Service (USMS) Districts, Headquarters, and other federal agencies.
This position is located in the Asset Forfeiture Division / Arlington, VA.
Duties
As a Management and Program Analyst at the GS-0343-11/12 grade level, some of your typical work assignments may include, but are not limited to, the following:
Developing Asset Forfeiture survey instruments, collecting survey data, analyzing the data, and preparing summaries and reports.
Conducting regular studies on the status of assets in the custody of the USMS; preparing ad hoc reports on an as needed or requested basis.
Analyzing existing Asset Forfeiture procedures to identify more efficient and effective methods for accomplishing Asset Forfeiture program objectives pursuant to Federal statues, Departmental and USMS policy.
Developing and conducting training for Asset Forfeiture personnel.

Requirements
- Must be a U.S. Citizen or National.

- This is a bargaining unit position.
- Status Candidates must meet time-in-grade requirements (52 weeks at the next lower grade level).

Qualifications
TIME-IN-GRADE REQUIREMENTS: Merit Promotion and Veterans Employment Opportunity Act (VEOA) Status applicants must provide an SF50 Notice of Personnel Action that indicates proof of status and time-in-grade eligibility. The SF50 must include the position, title, series, grade, step, tenure, type of service (Competitive or Excepted) and career status (career or career-conditional). No award SF50 will be accepted as proof of status and time-in-grade eligibility.
One year at the GS-9 grade level is required to meet the time-in-grade requirements for the GS-11 grade level.
One year at the GS-11 grade level is required to meet the time-in-grade requirements for the GS-12 grade level.
MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the education and/or experience required for the grade level(s) to which you apply.
To qualify at the GS-11 grade level, you must meet one of the following:
Specialized Experience: Experience that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. You must have at least one year (12 months) of specialized experience equivalent to at least the GS-9 grade level in the Federal service performing the following duties:
Conducting special studies pertaining to asset forfeiture;
Evaluating asset forfeiture program processes;
Analyzing problems to make recommendations on technical asset forfeiture issues;
Preparing training materials to conduct training; and
Analyzing survey results to prepare summaries and reports.
OR
Education: You must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in business management, operations management, or other related field that provided the knowledge, skills, and abilities necessary to perform the work.
OR
Combination: You must have a combination of the above-described graduate education and specialized experience that total 100% when combined. First determine total qualifying experience as a percentage of the experience required for the grade level; then determine education as a percentage of the education required for the grade level; and then add the two percentages. The total percentages must equal at least 100 percent to qualify. Only graduate education beyond the second year (36 semester hours) may be used when combining education and experience for this option.
To qualify at the GS-12 grade level, you must meet the following:
Specialized Experience: Experience that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. You must have at least one year (12 months) of specialized experience equivalent to at least the GS-11 grade level in the Federal service performing the following duties:
Advising management and personnel on asset forfeiture program matters;
Developing procedural or policy change recommendations;
Developing and conducting training;
Analyzing problems to make recommendations on technical issues;
Analyzing survey results to prepare summaries and reports of asset forfeiture data; and
Developing survey instruments to collect asset forfeiture survey data.
