About the Position: This position is under the PEO Combat Support & Combat Service Support (PEO CS&CSS), Force Projection. The PEO CS&CSS mission is to enable Joint and Coalition War fighters across today's and tomorrow's diverse mission requirements through effective lifecycle management of the Army's Combat Support and Combat Service Support CS&CSS portfolio.
This position is located in Redstone, AL and will be supporting PEO CS&CSS, Force Projection offices located in Warren, MI.
Duties
Assists in the development, preparation, negotiation, and implementation of plans, terms of reference, and agreements between U.S. and designated country(ies).
Monitors the FMS customer(s), Letters of Offer and Acceptance logistical and financial data to support timely and accurate deliveries and timely and accurate financial disbursement.
Maintains constant liaison with appropriate Security Assistance Enterprise organizations related to program problems and requirements by means of telephone, personal contacts, and meetings to assure resolution of problems.
Maintains production status reports for contractor performance as related to the foreign program necessary to keep the project and PM Force Projection International Program Manager apprised of interface problems.
Studies and analyzes data from FMS cases, correspondence, reports, programs, and logistical plans.
Uses critical thinking to solve complex Security Assistance problems sets for U.S. Army international partners.
Exercises program control of government agencies and contractors in the accomplishment of assigned program responsibilities, making necessary adjustments and revisions in assigned program areas to meet current and long -range objectives.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Program Management - Practitioner certification within 60 months as of entrance on duty.
- This position requires temporary duty (TDY) travel up to 25% of the time
- This position requires submission of Financial Disclosure Statement, OGE-450, upon entering the position and annually thereafter.
- Must be able to obtain and maintain a determination of eligibility for a Secret security clearance for the duration of employment.
- This is a Non-Key Security Cooperation (SC) position based on the duties and responsibilities. The position requires DoD SC Workforce (SCW)
Certification.

Specialized Experience: In order to qualify based on experience your resume must describe, at least one year of specialized experience at theNH-02 (GS-11 equivalent) level in the Federal Service that includes:1) Managing Foreign Military Sales cases in accordance with the Defense Security Cooperation Agency (DSCA) Security Assistance Management Manual, U.S. Army Regulations, and Standing Operating Procedures; 2) Preparing official documents pertaining to program management and contract agreements such as Price and Availability (P&A) and Letters of Offer and Acceptance (LOA) for approval; and 3) Establishing written plans that include tasks needed to improve the management of Foreign Military Sales cases.
The definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-02 or (GS-11)equivalent.
