The primary purpose of this position is to serve as the Deputy Chief, Director of Staff (VS, one of the organizations under the Command Staff) for the Air Force Services Center (AFSVC), and exercise second level supervisory and managerial authorities over the Marketing and Strategy, Plans, and Innovation Division, and its subordinate branches/sections.
Duties
Works with the Chief in planning, organizing, and directing the activities of Air Force Services Sustainment; Supply and Logistics; Marketing; Strategy, Plans and Innovation; Records Management, to include FOIA and Privacy Act programs; Commander's Support Staff; and NAF Mailroom functions.
Exercises supervisory personnel management responsibilities.
Represents the organization with a variety of installation and functional area organizations.
In the absence of the Chief, functions as AFSVC's Inspector General to provide the Commander with an independent, objective process to assess the compliance, efficiency, effectiveness, and readiness of AFSVC operations.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Administrative and Management Positions . Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have, or will have within 120 days of closing date of this announcement, at least one year (52 weeks) of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes in-depth ability to apply management planning policies, practices, regulations, and laws associated with the organization's structure, mission, functionality, capabilities, and limitations related to key staff level functions. Leadership and technical skills to identify development goals and objectives, develop comprehensive project plans and when necessary, and direct ad hoc teams. In-depth knowledge of personnel management, EEO, and safety and security regulations, practices, and procedures.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-?grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of the principles, theories, techniques, practices, mission, and organizational structure of staff operations; and management concepts, principles, and methodologies to carry out management responsibilities.
Knowledge of safety and security regulations, practices, and procedures.
Knowledge of laws, rules, regulations, theories, principles, practices, and interrelationships of comptroller, facilities, personnel management, EEO, HLIs, inspector general, safety, and security regulations, practices and procedures.
Ability to plan, organize, and direct the functions, and mentor, motivate and appraise the staff of an organization through subordinate supervisors.
Ability to analyze, plan, coordinate, and adjust work operations of multiple organizational segments to meet program requirements and objectives within available resources.
Ability to discern short, medium, and long-term effects of changes in practices, procedures, and policies, and to effectively analyze various components of operations as part of an integrated whole.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
