You will serve as an IT SPECIALIST (APPSW) in the INFORMATION TECHNOLOGY (IT) DIVISION, CORPORATE OPERATIONS DEPARTMENT of NAVUNSEAWARCENDIV NEWPORT RI.
Duties
You will provide support of business applications development for NUWCDIVNPT?s corporate operations.
You will provide system design, development and testing which are traceable to requirements within the Microsoft Windows environment.
You will develop Plan of Action and Milestones to include project scope, milestones, and level of effort and develop systems requirements.
You will translate systems requirements into applications prototypes and plan and design systems architecture.
You will write, debug, and maintain code and determine and design applications architecture.
You will determine output media/formats and design user interfaces.
You will work with customers to acquire requirements and trace the requirements throughout the software engineering process and assure software and systems quality and functionality.
You will write and maintain program documentation; and evaluate new applications software technologies.

- This position is part of the Warfare Centers Personnel Demonstration Project. The NT-04 pay band encompasses positions equivalent to the GS-11 and GS-12. The NT-03 pay band encompasses positions equivalent to the GS-9 and GS-10.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area Software Developer level Basic within 6 months of appointment.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- This is a bargaining unit position.
Qualifications
To qualify for the NT-04 position:
Your resume must demonstrate at least one year of specialized experience equivalent to the next lower pay band NT-03 (GS-9/10 equivalent) in the Federal service or equivalent experience in the private or public sector translating software and systems requirements into application prototypes to perform business application design and development for corporate operations.
To qualify for the NT-03 position:
Your resume must demonstrate at least one year of specialized experience equivalent to the next lower pay band, NT-02 (GS-05/08 equivalency) in the federal service or equivalent experience in the private or public sector determining software and systems requirements to support business application development for corporate operations.
Your experience must reflect skill in the following areas: attention to detail, customer service, oral communication, and problem solving.

Education
The following education may be substituted for specialized experience at the NT-04:
Successfully completed a Ph.D. or equivalent doctoral degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management.
OR
Successfully completed 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management.
The following education may be substituted for specialized experience at the NT-03:
Master's degree or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to a master's degree or equivalent graduate degree
AND
Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.
