About the Position: This position is located with the Headquarters, Army Material Command, Office of the Deputy Chief of Staff G-1, Civilian Workforce and Talent Management Division, Redstone Arsenal Alabama. Leads efforts where the knowledge of complex human resources management and management programs are required such as planning for wide scale changes in mission, workforce recruitment, workforce development, reorganizations, performance management and management/employee relations issues.
Duties
Determines activity workforce development needs through a detailed analysis of data and changes in training methods and technology.
Formulates and administers strategic human capital management plans, programs and goals.
Represents the activity on workforce development working groups, boards, task groups, projects and committees.
Ensures the organization's human capital strategic plan, mission, vision and values are communicated and integrated into the team's strategies.
Develops and issues policy, guidance, products and services that continuously improve the workforce's professional knowledge and skills to ensure mission completion.
Requirements
- Must be able to obtain and maintain a Secret security clearance for the duration of the appointment.
- Occasional business travel may be required.

Specialized Experience: One year of specialized experience which includes designing and implementing workforce development programs which incorporate succession planning, competency management, career management and recruitment and retention strategies. Developing ways to resolve problems or cope with issues which directly affect the accomplishment of strategic human capital program goals and objectives. Conducting studies and developing initiatives to improve management processes and systems via the most effective utilization of human capital. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
