The primary purpose of this position is to serve as a Logistics Management Specialist in support of acquisition phases of assigned systems, programs, or major equipment. This is a developmental training program position. All training must be completed and regulatory requirements met prior to promotion. The recognized full performance (target) grade for this position is a GS-11.
Duties
Performs a variety of specific duties designed to develop knowledge and skill in applying life cycle logistics management principles, methods and techniques.
Performs recurring assignments designed to develop knowledge and skill in applying life cycle logistics management principles, methods and techniques.
Participates in special initiatives, studies and projects.
Prepares written correspondence and other documentation, attends and/or participates in courses, conferences, briefings and meetings.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade or equivalent in other pay systems to be qualified.
GS-07: At least one year (52 weeks) at the GS-05 or equivalent in other pay systems.
GS-09: At least one year (52 weeks) at the GS-07, or equivalent in other pay systems.
GS-11: At least one year (52 weeks) at the GS-09, or equivalent in other pay systems.
Examples of specialized experience includes:
GS-07 level: Knowledge of agency program planning, funding, and management information systems; broad knowledge of the organization and functions of activities involved in providing logistical support; ability to coordinate and evaluate the efforts of functional specialists.
GS-09 level: Knowledge of the basic principles, concepts, and methodology used in logistics management specialist; skill in applying basic principles, concepts, and practices of the occupation sufficient to perform moderately difficult assignments; ability to gather and analyze basic facts and draw conclusions; ability to learn the operation of automated data systems.
GS-11 level: Knowledge of the principles, concepts, and theories of logistics management specialist, and the standard practices, methods, and techniques of the occupation sufficient to perform difficult, but well-presented assignments; knowledge of analysis, evaluation, fact-finding, and investigative techniques in order to gather data, identify significant factors, and recommend a solution from a number of possible alternatives; knowledge of the occupation to perform studies and prepare reports, documentation, and correspondence to communicate factual and procedural information clearly; skill in applying the principles, concepts, and practices of the occupation sufficient to perform moderately difficult assignments; ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing, as well as work in an appropriate manner with peers and management.

EDUCATION:
GS-07: 1 full year of graduate level education or superior academic achievement
GS-09: master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related
GS-11: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related

COMBINATION OF EXPERIENCE AND EDUCATION: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified above, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9 and GS-11.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-?grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level; One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level; One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of basic principles, concepts and practices of logistics management concepts
Skill in applying basic principles, concepts, and practices of the occupation sufficient to perform entry-level assignments in logistics management
Skill in communicating factual and procedural information clearly, orally and in writing
Ability to analyze problems to identify significant factors, gather pertinent data, and recognize solutions
Ability to plan and organize work, and consult effectively with co-workers
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
