You will serve as a PROGRAM ANALYST in the CIVILIAN PERS SUPPORT STAFF.
Duties
You will use a statistical analysis system (e.g., SPSS/PAWS, R, or MATLAB) to conduct analyses.
You will influence managers to accept findings from program analysis.
You will gather data to present and justify review findings and recommendations.
You will present the results of evaluation analysis to managers.
You will analyze data to resolve problems affecting administrative programs or requirements.
You will prepare written reports to facilitate decision making.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Possessing a keen understanding of military command structure, missions, programs, and organizational relationships, in addition to analyzing and interpreting quantitative and qualitative methods and techniques to develop standards covering complex functions; 2) Displaying advanced management techniques and extensive experience in developing, managing, and executing project plans to completion on time and within budget, while communicating and prioritizing project changes and maintaining resource allocations; 3) Demonstrating an in-depth awareness of analytical techniques, processes, and skills in defining solution sets, in addition to understanding Navy Competency Models, Department of Defense (DOD)/Department of Homeland Security (DHS) Uniform Services' JDTAs, Navy LaDRs/OaRS, and United Services Military Apprenticeship Program (USMAP), including supporting databases and processes for developing, activating, and maintaining the USMAP website; 4) Exhibiting knowledge of website design, terminology, application, and trends to update and manage the USMAP website; and 5) Possessing a comprehensive understanding of contracts and contract management procedures, including contract regulations, resourcing, submissions, approvals, negotiations, ethics, and the ability to complete all contract management tasks.
