Duties

Utilizes knowledge of procurement policies and procedures to plan, analyze, evaluate, and/or audit procurement programs. Periodically review overall program for compliance with regulatory control and overall effectiveness. Generates reports, provides technical assistance and conducts training to improve acquisition practices. Reviews proposed contractual actions for conformance with regulatory requirements and may provide guidance concerning a variety of procurement issues. May write requests of NAF Contracting support, statements of work for proposed contracts, and / or serve as technical evaluator for offerors proposals. Acts as the liaison working closely with the VETCOM Management and the centralized Ft Sam Houston NAF Contracting office to provide NAF purchasing and government purchase card management support.

Qualifications

Minimum Qualifications: Experience that demonstrates the ability and skill to perform the duties described above using the theories, principles, practices and techniques of at least two or more NAF contracting functional areas. Knowledge of objectives, principles, and procedures of NAF Purchasing to include related automation systems (SNACS, PRISM, and CARE). Skill in communicating orally and in writing. Must possess either a bachelor's degree OR have completed at least 24 semester hours of coursework in any combination of certain business-related fields (accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management). Highly Preferred Criteria: Possess minimum of 36 months of progressively specialized experience directly related to the procurement duties described above. Qualifying experience must have been equivalent to the next lower grade level in the normal line of progression. Possess minimum of 24 months providing purchase card program support. Possess minimum of 24 months providing contracting support by serving as a contracting officer's representative, writing statements of work, or serving as a technical evaluator for offeror's proposals. Bachelor's degree in accounting, financial management, business administration, or related discipline. Experience working with like systems: US Bank, Joint Appointment Module, Procurement Integrated Enterprise Environment, and Standard NAF Automated Contracting System.
