The position is located in the Department of State, the Foreign Service Institute, Office of the Executive Director, Office of the Registrar (FSI/EX/REG). The FSI Office of the Registrar supports instructional activities through scheduling, registration, recordkeeping, and reporting processes designed to support FSI students and staff in classroom and distance-learning training conducted world-wide at FSI campuses, regional training centers, and other Department of State sites.
Duties
Performs analytical and evaluative work to identify, assess, analyze, and improve program effectiveness and efficiency.
Recommends to the FSI Registrar the reallocation of resources as needed to meet changing requirements, or workloads.
Conducts program reviews to improve efficiency and effectiveness of administrative operations and develop new work methods, processes, or procedures; recommends improvements, and implements approved recommendations.
Oversees and supervises the work of supervised unit, establishing guidelines and performance expectations for staff, which are clearly communicated through the formal employee performance management system.
Provides liaison, advisory and consultant duties relative to the assigned area of responsibility.

Qualifications
Applicants must meet all the required qualification requirements, including education, and any selective placement factors described below by the closing date of this announcement.
NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience analyzing and evaluating training programs to identify, assess, analyze, and improve program effectiveness and efficiency.
Experience conducting program review to detect and analyze inefficiencies of administrative operations and develop new work methods, processes, or procedures.
Experience reviewing fiscal analyses to recommend changes for organizational efficiency.
In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities:
Ability to assign, review, and supervise the work of others;
Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances;
Ability to adjust to change, work pressures, or difficult situations without undue stress;
Willingness to consider new ideas or divergent points of view; and
Capacity to "see the job through."
There is no substitute of education for specialized experience for the GS-13 position.
