The position is located in the Office of Financial Managment (OFM). OFM is responsible for ensuring effective stewardship of agency resources and integration of strategic planning and performance management into all phases of resource planning and execution. OFM performs the functions of Budget Formulation, Budget Execution, Accounting Operations, Financial Systems, and Financial Reporting, including the preparation and audit of the agency's Financial Statements.
Duties
Incumbent assists Agency program offices with developing proposed budget initiatives, reviews and analyzes budget proposals, develops resource recommendations and presents proposals and recommendations to management for approval of requested funding levels for substantive/support programs administered by CSOSA.
Plans, organizes and executes Agency budget programs including development and implementation of policies, procedures and guidelines governing formulation, preparation and execution of Agency resources.
Analyzes short and long-range budget forecasts and plans to fund the implementation of Agency programs and projects. Evaluates relationships between major Agency administration program changes and the overall financial state of the organization.
Provides assistance to program staff on all budget matters. Resolves problems in the administration of funds and maintains continuous review of the status of requisitions, obligations, expenditures, and program progress.
Prepares reports, recommendations, and written analyses on programmatic, performance and budgetary matters.
Manages the process of preparing detailed analyses and estimates of funding needs for current and future budget years. Oversees budgeting activities, including gathering, comparing, and correlating information about projected costs of current and future programs and activities. Reviews written justifications related to detailed proposed budgets. Provides legislative and regulatory guidance and advice for Agency budget execution and formulation and overall fiscal policy issues.
Manages the development, approval, and execution of approved budgets. Oversees the economical and efficient use of funds available to prevent over and under-obligation of budgeted funds. Monitors and reports on the rate of expenditures of funds and compliance with contract and grant provisions. Notifies program and management officials of trends toward over- and under-obligation of funds.

Qualifications
Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement.
GS- 13 Time-in-Grade requirement: Applicant must have served 52 weeks as a GS-12 or higher grade in Federal Service.
GS- 14 Time-in-Grade requirement: Applicant must have served 52 weeks as a GS-13 or higher grade in Federal Service.
You may qualify at the GS-13 level, if you meet the following qualification requirements:
A. One year of specialized experience equivalent to the GS-12 grade level in the Federal service. Specialized experience at the GS-12 level is experience examining budget proposals for assigned programs and the ability to perform detailed analyses, forecasting obligations and present budgets.
You may qualify at the GS-14 level, if you meet the following qualification requirements:
A. One year of specialized experience equivalent to the GS-13 grade level in the Federal service. Specialized experience at the GS-13 level is experience in projecting and analyzing the potential effects of budgetary actions on program viability and attainment of program objectives.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
