You will serve as a HUMAN RESOURCES SPECIALIST (EMPL REL/LABOR REL) in the HUMAN RESOURCES DIVISION of COMMANDER NAVY REGION HAWAII.
The salary range for positions filled at the GS-11 is $71,877 to $93,437.
The salary range for positions filled at the GS-12 is $86,151 to $111,996.
Duties
You will advise managers on the application of civilian personnel policies and procedures in employee relations matters (e.g., discipline, grievances, appeals, fair employment practices).
You will identify the course of disciplinary action consistent with facts, policy, and contractual requirements.
You will design program briefs to update senior leaders on human resources programs.
You will collaborate with management and unions to resolve unfair labor practice changes, grievances, workplace issues.
Requirements

Qualifications
FOR THE GS-12 GRADE LEVEL:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
1) Using Employee and Labor Relations concepts, principles, laws and regulations to serve as a consultant to management in the areas of Labor and Relations; 2) Assessing potential impact and precedent-setting implications of pending employee/labor disputes; 3) Developing new or modified HR work methods, approaches or procedures for delivering effective HR services to clients; 4) Developing/delivering briefings, status reports, and correspondence to managers to foster understanding and acceptance of findings/recommendations; 5) Advising management regarding performance management and awards program; 6) Providing advice and assistance to legal representatives of management in the technical aspects of personnel administration during formal hearings, grievances, and appeals. FOR THE GS-11 GRADE LEVEL:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
1) Researching applicable laws, policies and organizational precedents to recommend to managers appropriate disciplinary or other corrective techniques involving a range of conduct and performance problems; 2) Providing guidance on employee rights to managers and employees; 3) Discussing conflicts, disputes, and/or grievances to negotiate solutions and improve working relations with labor officials. Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
FOR THE GS-11 GRADE LEVEL:
Have successfully completed a Ph.D. or equivalent doctoral degree.
OR
Have successfully completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree.
OR
Have successfully completed an LL.M. degree that is related to the position being filled.
OR
Have a combination of experience and education that equates to one year of experience. Percentage of education plus percentage of experience must equal 100%.
