The primary purpose of this position is to assist the Veterans Service Center Manager and staff, advising on the effectiveness and efficiency of the division operations, programs and functions.
Duties
The incumbent is responsible to the Veterans Service Center Manager for managing the front office and assisting the supervisory staff by carrying out a complete range of administrative, project management, and analytical functions. The incumbent is an active participant in all aspects of VSC division management. Serves the primary purpose of aiding the division in the effective planning, controlling and accomplishing the goals and objectives of the station as a whole. Duties include, but are not limited to:
Analyzes the productivity, effectiveness, and efficiency of program operations.
Assists management staff in developing resolutions to problems in the staffing, effectiveness, and efficiency of the Veterans Service Center.
Coordinates and conducts studies involving realignment of services, changes in organizational structure, and methods of operations to promote efficient claims/customer service.
Serves as the primary point of contact on daily budget and overtime tracking, leave and payroll administration, personnel action processing and interaction with the Human Resources Management division.
Manages a large set of Strategic Oversight and Analysis Reviews requiring an annual schedule of reports and action items for improvement of division operations.
Coordinates the work of the "front office staff" to the end that the manager is free from administrative details and able to concentrate totally on leadership of the division.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. The grade progression for this position is GS-11/12.
Work Schedule: Monday Through Friday 7:30 am to 4:00 pm CST; Hours may vary to effectively carry out the mission.

TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-11 position you must have served 52 weeks at the GS-09 level.
For a GS-12 position you must have served 52 weeks at the GS-11 level.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
MINIMUM QUALIFICATION REQUIREMENTS: You may qualify based on your experience and/or education as described below:
GS-11 Grade Level:
Specialized Experience: You must have one year of specialized experience equivalent to the GS-09 level or higher. Specialized Experience is defined as experience applying analytical and evaluative techniques, and agency regulations, policies, and precedents to conduct analysis of issues, work functions or work processes.
Education Substitution: Applicants may substitute education for the required experience. To qualify based on education you must have a Ph.D. or equivalent doctoral degree OR
3 full years of progressively higher level graduate education leading to such a degree OR LL.M., if related
GS-12 Grade Level:
Specialized Experience: You must have one year of specialized experience equivalent to the GS-11 level or higher. Specialized Experience is defined as experience diagnosing problems within the organization and implementing plans and means to make improvements and/or implement change; or experience developing the design of business processes, systems, technology, and/or job roles.
Combining Education & Experience: If you do not fully meet the length of experience and education described for a specific grade level (e.g. have six months of experience and some coursework but not a degree), the two can be combined to total 100% of the requirement. Physical Requirements:The work normally involves mental rather than physical exertion. The work is mostly sedentary; however, there may be some walking, standing, and carrying of light items.

accrediting institution recognized by the U.S. Department of Education to be credited towards qualifications. Provide only the attendance and/or degrees from schools accredited by accrediting institutions recognized by the U.S. Department of Education.
