This position is located in the Veterans Administration (VA), Veterans Health Administration (VHA), Mid Atlantic Health Care Network (VISN6), Salisbury VA Healthcare System, NC in Perioperative Services. The incumbent serves as the Administrative Officer for Perioperative Services for the Salisbury, Kernersville, and Charlotte Health Care Centers.
Duties
Major Duties include:
Reviews outgoing correspondence under the supervision of the Chief, Perioperative Services to determine accuracy of information, proper composition, formatting, and conformity to current VA policies, instructions, and regulations, and represents the viewpoint of the Chief, Perioperative Services.
Assists Chief, Perioperative Services in developing both long and short-range policies and plans for the organization by coordinating the goals of the organization.
Provides advice regarding composition and furnishes information regarding Medical Center procedures, directives, and policies to services/programs that function under the supervision of Perioperative Services, as requested.
Responsible for continual oversight, evaluation, and planning to ensure efficient utilization of space is based on the current fluent and increasing program demands.
Provides formularized planning direction and develops and implements administrative policies and procedures for the service line.
Develops, evaluates, and modifies recommends organizational structure and systems to achieve program Page 1 of 7 goals.
Coordinates and participates in disciplinary actions and responds to appeals and grievances. Attends hearings when requested.
Participates in developing and coordinating internal review systems to ensure that clinical and administrative activities comply with agency and accrediting and regulatory requirements.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: 8:00AM-4:30PM, Monday-Friday

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/20/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the Federal Service that has given you the particular knowledge, skills and abilities required to successfully perform the duties of this position. Specialized experience includes but is not limited to: experience in organizational structures, records and files, management processes, staffing patterns, procedures for administering program services, guidelines, and procedures, and automating work processes to conduct administrative support functions or program operations. skill in the use of computer equipment with a wide variety of software such as Word, Excel, Power Point, Outlook, Access and VHA databases to extract and organize data, produce letters, memorandums, and to prepare a variety of specific working documents and forms such as spreadsheets, database, word processing, desktop publishing, graphics and other similar products.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent degree, OR 2 full years of progressively higher-level graduate education leading to such a degree, OR LL.B. or J.D., that is related.
