This position is located in the Civil Rights Division's (Division) Administrative Management Section (ADM), Office of Financial & Procurement Services (OFPS). OFPS provides a diverse array of financial and travel services to properly execute the Division's operating budget and assist in program planning and decision making to achieve management objectives and priorities.
Duties
As the Financial Management Analyst, you will support a diverse array of management and technical services. These duties include, but are not limited to:
Providing analysis and technical support for a variety of financial and or travel activities.
Identifying and analyzing changes in budgetary and or financial policies, regulations, constraints, objectives, and available funds that affect the accomplishment of organizational objectives.
Assisting in efforts to improve function of financial management and or travel systems considering related policies, objectives, and program priorities.
Researching and analyzing financial data for a variety of financial and or travel documents, exhibits, and other supporting documentation for planning, presentation and other use.
Interpreting and applying Appropriations Law, Federal Travel Regulations (FTR), as well as, department and agency policies and procedures.
Assisting in coordinating and assembling documents and other materials for use by external auditors.
Qualifications
Specialized Experience Requirements
To qualify at the GS-11 grade level, candidates must have one (1) year of specialized experience equivalent to at least the GS-9 grade level in the Federal service or other pay system. This experience must include: 1) Analyze financial obligations and expenditures, as well as perform quarterly close and/or year-end activities, to ensure compliance with policies and procedures in automated financial databases (i.e., E2 Solutions Travel System, UFMS, etc.); 2) Review and analyze financial forms, documents, and reports, as well as identify problems, and recommend solutions; 3) Knowledge of appropriations law, federal travel regulations, as well as department and agency policies and procedures; and 4) Provide authoritative advice to customers and employees on financial and/or travel matters.
OR
Have a Ph.D. or equivalent doctoral degree or three full years of progressively higher-level graduate education leading to such a degree or LL.M;
OR
A combination of education and experience.
Combining Education and Experience: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified in the table, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-11. (When crediting education that requires specific course work, prorate the number of hours of related courses required as a proportion of the total education to be used.)
To qualify at the GS-12 grade level, candidates must have one (1) year of specialized experience equivalent to at least the GS-11 grade level in the Federal service or other pay system. This experience must include: 1) Analyze financial obligations and expenditures, as well as perform quarterly close and/or year-end activities, to resolve challenges and errors in automated financial databases (i.e., E2 Solutions Travel System, UFMS, etc.); 2) Identify and resolve discrepancies on financial forms, documents, and reports; 3) Interpret and apply appropriations law, federal travel regulations, as well as department and agency policies and procedures; and 4) Provide authoritative advice to customers and employees on complex financial and/or travel matters.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): A Subject-Matter-Expert (SME) will evaluate your qualifications on the basis of your level of knowledge, skills, and abilities in the following areas. Please do not submit a separate written response.
Knowledge of automated databases (i.e., E2 Solutions Travel System, UFMS, etc.);
Ability to analyze financial transactions and reports;
Assisting and or providing advice to customers and employees on financial and travel matters; and
Participated in year end closeout process and or quarterly review.
TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants applying for a grade higher than the grade you currently hold, must provide an SF-50, which shows type of service appointment, tenure group, grade, and salary. Your SF-50 Form must also show the length of time you have been in your current/highest grade (examples of appropriate SF-50s include Promotions, Within Grade/Range Increases, and SF-50s over one year old). No award SF-50s will be accepted. Current Civil Rights Division employees are not required to submit an SF-50.
