You will serve as a TECHNICIAN in the CVN MODERNIZATION Branch (N65) in the AVAILABILITY INTEGRATION Division (N60) of the MODERNIZATION AND INSTALLATION Department (N00) of NAVAL SURFACE WARFARE CENTER, NSWC Port Hueneme Division, Norfolk, Virginia detachment.

Duties

You will serve as the maintenance budget and policy manager team lead for Aircraft Carriers in NSWC PHD in support of Commander, Naval Air Forces Atlantic (CNAL), You will analyze, interpret, formulate and enforce processes and policy relating to the repair, maintenance and modernization of Atlantic fleet aircraft carriers, You will establish program objectives and long-range plans to ensure the aircraft carrier force is materially ready and readiness policies and practices are implemented, You will perform a range of program management and analytical duties connected with formulation, justification, submission and execution of CNAL ship maintenance strategy and financial resources, You will continuously review and monitor prior and current year program execution and out-year maintenance requirements, recommending adjustments to execution budgets and out-year requirements, identifying actions required to support changes, You will notify the Director Aircraft Carrier Readiness Operations, budgetary program managers and the Fleet Comptroller as required of all necessary actions, You will liaison between CNAL N43 and the Carrier Planning Activity, while being directly involved in drafting and approval of all consolidated TYCOM inputs for CVN Technical Foundation Papers, You will develop annual Execution Year Guidance and control allocation; develop mitigation plans in support of requirement shortfalls; and modify EYG to incorporate surplus funds or augments to initial annual control, You will prepare justifications to defend ship maintenance programs to the CNO, Office of Navy Budget, and executive level Navy leadership.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

Your resume must demonstrate at least one year of experience at or equivalent to the next lower pay band, the NT-04 (GS-11/12 equivalent) or grade level in the Federal service or equivalent experience in the private or public sector analyzing, interpreting, formulating and enforcing processes and policy relating to the repair, maintenance and modernization of aircraft carriers to meet financial and program execution requirements.
