You will serve as a TECHNICIAN in the SPQ-9B/RAM/NSSMS INSTALLATION Branch (N46) of the Weapon and Sensor Installation Division (N40) of the Modernization and Installation Department (N00) of NAVAL SURFACE WARFARE CENTER, Port Hueneme Division, Norfolk, Virginia Detachment.

Duties

You will serve as a NATO SEASPARROW MISSILE SYSTEM (NSSMS) Installation Team Lead, providing project management for government and contractor teams, You will provide technical assistance in the maintenance, installation, fabrication, testing and evaluation, sustainment and troubleshooting of installed alterations on US Naval platforms, You will provide expert team leadership over projects in various fleet concentration areas, You will maintain awareness of issues of concern to the Program Office and PHD Management, and work closely with On-Site Installation Coordinator and Alteration Installation Team to resolve issues, You will work closely with local AIT Contractor personnel, Naval Supervisory Authority, Lead Maintenance Activity Representatives, and ISEA personnel to resolve schedule or performance challenges, You will provide oversight of all phases of tasking related to installations in applicable alteration or shipboard change documents, You will initiate requirements and funding requests, funding analysis, planning, coordinating, scheduling, and managing multiple installation projects, You will ensure the AIT is in compliance with NSWC PHD AIT Manager Quality Assurance Program and specified technical and quality requirements, You will ensure all QMS requirements are met, perform routine surveillance check points, provide quality oversight during installation, and validate trained personnel are in place to perform technical and quality oversight responsibilities, You will manage contract performance to ensure schedule, budget and product deliveries are in accordance with governing policies, regulations and contract requirements, You will develop, update, and review applicable processes, procedures and training requirements to ensure AIT is operates consistently across projects in different locations, You will develop and maintain execution schedules and personnel assignments for all alteration installations, and perform inspection of AIT Workbooks, AMAP, and spot-checks on AIT members relating to safety, training, and qualification compliance, You will perform annual quality assessments, making recommendations to managers, AIT sponsors and program office sponsors to revoke the QMS acceptances when AITs are not in compliance with invoked program specifications, You will work with Branch Manager and Customer Advocates to define workload projections, including budget formulation, to develop and execute staffing plans for mission success.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower pay band, NT-04 (GS-11/12 equivalent) or grade level in the Federal service or equivalent experience in the private or public sector, providing technical services and support in accomplishment of technical efforts (e.g., development, test and evaluation, alteration and ship installation; quality management, assessment, investigation, analysis, evaluation, corrective recommendations) impacting the installation or modernization of naval combat weapons systems.
