About the Position: The person in this position will serve as the Financial Management Analysts and Systems Administrator within the Cost Assessment and Program Evaluation (CAPE) Department, Directorate for Resource Management, at a Military Treatment Facility (MTF). The person will perform a wide variety of financial management services and studies for management.

Duties
Ensure the quality and accuracy of data inputs and outputs to and from DMHRSi Coordinates with clinics, operating officials, and supervisory personnel to ensure proper data collection.
Responsible for preparing, analyzing, interpreting, and presenting human resources, financial and accounting data to leaders, managers, co-workers, internal and external customers.
Create and/or implement corrective action plans (CAP) to remediate weaknesses.
Prepare written and oral correspondence and presentations to communicate with fellow team members, supervisors and the Medical Treatment Facility?s leaders.
Provide critical business case analysis and reporting to the MTF utilizing the Expense Assignment System (EAS).
Process personnel financial data in the Medical Expense Performance Reporting System (MEPRS), (EAS) IV for final computation.
Document errors and missing information, researches and obtains missing data, clarifies discrepancies and inconsistencies, and compiles reports.
Track manpower, personnel, education and training, labor cost assignment and readiness utilizing DMHRSi.
Ensure DHMRSi timekeepers and approvers are properly appointed and trained.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Tier 3 security investigation or access for the duration of employment. A background investigation and credit check are required.
- This is a DOD Financial Management position. The incumbent must complete training and meet position requirements for certification at Level 2 within 2 years of appointment. Failure to obtain and maintain certification may result in adverse action.

GS-09
Specialized Experience: One year of specialized experience which includes providing assistance to assigned areas on accounting and budgeting functions; resolving financial and operational system issues in order to enhance programs and support activities; and utilizing budget and/or financial management automated systems. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).
OR
Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Finance, Accounting, Business Administration and Management or Economics. Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. Specialized Experience: One year of specialized experience which includes providing technical advice and assistance to assigned areas on accounting and budgeting functions; resolving financial and operational system issues in order to enhance programs and support activities; interpreting policies and regulations in the area Finance/Budget; auditing and reconciling financial data/reports; and utilizing financial management and/or budget automated systems. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Finance, Accounting, Business Administration and Management or Economics. Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.
