About the Position: This position serves as a Military Analyst for the CDID concepts Division located at Fort Leavenworth, KS. The incumbent will serve as a project leader with expert knowledge of the capability development processes Joint Capabilities (JCIDS) Army Capabilities Integration and Development System (ACIDS) to address mission command capability gaps.

Duties

Analysis of concepts/systems requirements, operational feasibility, force structure, budget priorities, resource constraints, and operational constraints. Organizes and manages analytical work in support of Army command and control capabilities. Applies technical understanding of command-and-control information systems (C2IS), software, data-exchange, tactical communications transport, command post hardware and configurations, formation types and missions, FMS Web, and concepts and doctrine. Plans and organizes multiple complex capability development efforts across numerous organizations. Develops and prepares written reports to support capability development rationale.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.

AND 2) Researching and documenting required capabilities, needs, and solutions in support of mission command capabilities. AND 3) Serving as a member of a team that implements modern program management and problem-solving techniques. AND 4) Gathering information that informs to qualitative and quantitative data collection, analysis, and evaluation to inform broad and difficult studies and projects. AND 5) Preparing written reports and researching /curating relevant information for inclusion in effective communication and briefings to project stakeholders. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Specialized Experience at the GS-12 Level: One year of specialized experience which includes 1) Applying comprehensive knowledge of military capabilities integration and developments systems skills to organize and manage analytical work to address mission command capability gaps. AND 2) Analyzing required capabilities, needs, and solutions in support of mission command capabilities. AND 3) Implementing modern program management and problem-solving techniques. AND 4) Gathering and analyzing information that informs qualitative and quantitative data collection, analysis, and evaluation with application of analytical and evaluative methods and techniques. AND 5) Preparing written reports and researching, curating, and presenting effective communication and briefings to internal and external project stakeholders. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Specialized Experience at the GS-13 Level: One year of specialized experience which includes1) Applying expert knowledge of military capabilities integration and developments systems and project leadership skills to organize and manage analytical work to address mission command capability gaps. AND 2) Leading analysis of required capabilities, needs, and solutions in support of mission command capabilities. AND 3) Implementing modern program management and problem-solving techniques to frame issues, determine key matters, manage methods of analysis and evaluations, assign tasks to team members, and assess work quality. AND 4) Leading qualitative and quantitative data collection, analysis, and evaluation with application of analytical and evaluative methods and techniques to inform broad and difficult studies and projects. AND 5) Developing and presenting effective strategic communication and briefings to senior stakeholders both internal and external to the organization. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
