About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position serves as a Senior Program Analyst for the Threat Simulator Management Office (TSMO), Program Manager for Cyber, Test, and Training (PM CT2), Program Executive Office for Simulation, Training, and Instrumentation (PEO STRI).

Duties

Responsible for the budget and accounting functions entailing the formulation, analysis, monitoring, execution, and coordination of the Army Threat Simulator (ATS) appropriated and reimbursable budget. Perform short- and long-range planning, review, analysis, and evaluation of program goals and objectives. Continually analyzes and assesses the use of resources in meeting program goals and objectives. Responsible for providing expert advice and guidance within multiple budgetary areas including (1) execution; (2) review and analysis; and (3) financial reconciliation. Perform a variety of budgetary and administrative functions in implementing TSMO budgetary program, policies, and procedures.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Two year trial/probationary period may be required.
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Must be able to obtain and maintain a TOP SECRET (TS) security clearance with eligibility for Sensitive Compartmented Information (SCI) based on a T5 (or equivalent) investigation.
  • Requires Temporary Duty (TDY) travel up to 25% of the time.
  • This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter. Please see the Additional Information section.
  • This is a Defense Acquisition Workforce (AWF) position. The employee must meet the DoDI 5000.66 requirements applicable to the Career Category/Functional Area and the Career Level Certification. Please see the Additional Information section.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-12).
