Johnson Space Center seeks qualified applicants for a Management and Program Analyst position, responsible for policies, procedures, schedules, resources, procurement, contract funding, contract oversight and management.
Duties
Serves as expert functional advisor to assigned program and functional areas; approves presentations, briefing materials, and finished reports on findings and recommendations for senior level management.
Reviews, analyzes, and approves requirements for contractor procurements; evaluates/initiates action on tasks; advises team in Statement of Work (SOW) preparation, prioritizes takes orders when conflicts arise or when resources are depleted.
Reviews long- and short-range plans, resource projections and schedules, in alignment with priorities and justifications. Interprets and implements financial regulatory directives related to financial management.
Serves as Business Manager assisting Chief in the Office of the Chief Information Officer (OCIO) Business Operations to include Capital Planning and Investment Control, and Program, Planning, Budget and Execution process.
Makes recommendations to improve overall organizational performance and assists Management in decision making. Collaborates with the Enterprise Business Management Office, Services Lines and Center Organizations.
Provides project control and business systems expertise and provides oversight activities that support the planning, development, implementation, and maintenance of business procedures and processes necessary for business management.

Qualifications
Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
To qualify for GS-14, you must have one year of directly related specialized experience equivalent to the GS-13 level:
Providing technical guidance on business management functions of an organization, including organizational financial, budget, and/or performance operations procedures, policies and processes;
Reviewing data analysis and resource allocation to support a successful operation for a project or organization in collaboration with internal and external stakeholders;
Evaluating and assessing the organizational project objectives and providing recommendations to management for improvements.
