The primary purpose of this position is to serve as the Program Manager (PM) managing the Protective Service Operations (PSO), Commercial Armored Vehicle (CAV), Antiterrorism Support Team (AST) Programs, and emerging Counterintelligence (CI) Enterprise topics within the Strategic Programs and Requirements Directorate.
Duties
Develops, oversees, and directs policies, guidelines, and goals of the PSO, CAV, and AST Programs and other CI Enterprise topics.
Directs and/or participates in meetings, assessments, and other efforts involving policies, manpower, resources, and training with a PSO, CAV, AST, and CI Enterprise nexus.
Serves as the command focal point for resource allocation and control for the PSO, CAV, AST, and CI Enterprise programs.
Develops and maintains effective working relationships with representatives of DAF and DoD entities and federal, state, local, and foreign agencies to facilitate PSO, CAV, AST, and CI-focused missions.

- Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
- Air Force special investigations functional experience, particularly at the management headquarters level, is highly desirable.
- The incumbent must undergo an internal background investigation by OSI and must be approved for duty by the Commander of OSI or the Commander?s designated representative(s).
- Must be able to obtain and maintain a Top Secret Clearance with access to Sensitive Compartmented Information (SCI), based upon a Single Scope Background Investigation.
- Position requires successful completion of a suitability investigation and may include additional program security requirements in order to fully perform the duties and responsibilities of the position.
- If so, incumbent must be willing to submit to a counterintelligence scope polygraph examination.
- This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.
- Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
- This position meets the administrative exemption criteria for the Fair Labor Standards Act (5 CFR 551.206).
- The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, General Inspection Investigation Enforcement and Compliance Series, 1801.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes expert knowledge of military service and OSI structure, mission, programs, objectives and relationships, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events. Expert knowledge of qualitative and quantitative methods for the assessment and improvement of protective service
operations, commercial armored vehicle, and antiterrorism support team program effectiveness and complex management processes and systems. Comprehensive knowledge of the range of administrative, criminal, and counterintelligence laws, policies, regulations, and precedents applicable to the administration of the OSI protective service, commercial armored vehicle, and antiterrorism operations programs. Knowledge of relationships with other OSI programs and key administrative support functions within OSI and partner law enforcement and intelligence agencies.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Expert knowledge of Air Force special investigations functions at the strategic, operational, and tactical levels and, specifically, mastery level knowledge of the program management principles and practices, laws, regulations, and techniques related to protective services operations; armored vehicle operations; counterintelligence support to force protection, deployed operations, and the combatant commands; threat detection, reporting, and analysis; and convoy, defensive, and small unit tactics.
Expert knowledge of the mission, roles, functions, organizational structures, and operation of DoD and DAF organizations to provide command level staff guidance and/or conduct studies to determine manning and skill levels to staff organizations at subordinate installations.
Knowledge of qualitative and quantitative techniques to apply DoD, Joint, and DAF management engineering principles, concepts, and methodologies and financial management directives, concepts, procedures, guidance, and policy.
Knowledge of financial and manpower management principles and processes needed to support military, OSI, protective service, and counterintelligence goals and objectives. To include knowledge of Air Force Planning, Programing, Budgeting, and Execution cycles and various types of funding, contracts, techniques, or requirements for contracting and procurement.
Knowledge of relationships between and among Federal, state, local, and foreign law enforcement, counterintelligence, and other security agencies and their functions and jurisdictions.
Ability to draft, edit and fully coordinate policies, plans, and studies across multiple stakeholders and organizations that permit the integration of protective service, armored vehicle, and antiterrorism support team capabilities into infrastructures and operations following legal, regulatory, and security requirements. Ability to gather, assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and package the entire process in briefings, papers, or reports suitable for senior leadership decision-making. Ability to supervise, mentor, motivate, and appraise subordinates and direct, organize, analyze, and work operations to meet program requirements and objectives within available resources. Ability to communicate, both orally and in writing, clearly, concisely, and with technical accuracy.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
