This position is located in the Chief Information Officer, Records Management Division Washington, DC. The incumbent will establish and manage a comprehensive records program for the National Transportation Safety Board (NTSB).
Duties
As a Records and Information Management Specialist, GS-0308-09/11, you will perform the following major duties:
- Serve as a Records and Information Management Specialist assisting in the development of NTSB's records management policies and notices as well as maintaining the agencies official records as well as responding to inquiries from the general public and NTSB Safety Board staff regarding agency official files and publications by researching, identifying, and gathering data from the appropriate databases.
- Responsible for following NTSB records program, reviewing requests, tracking responses, researching the various databases to extract the necessary information, providing guidance concerning retention of records and maintaining documentation on operating procedures for these tasks.
- Assist with developing standards, guidelines, and procedures to maintain official government records.
- Safeguard restricted information from unauthorized individuals. The utmost discretion must be used in reviewing sensitive material.
- Provide guidance to management, staff, other government agencies and requesters ensuring compliance with Federal laws regarding procedures and techniques for retrieving types of information from databases as well as the agency program requirements.
- Develop and provide recommendations for improving the records program, response processes and procedures, accident navigation, and content layout.

Qualifications
You may qualify based on your experience and/or education as described below:
GS-09:
Specialized Experience: You must have one year of specialized experience equivalent to at least the GS-07 grade level in the Federal service (experience may have been gained in the private sector). Specialized experience is defined as: (1) Applying knowledge of the complete records process and content management framework that supports the entire life cycle of agency record. (2) Knowledge of records management as mandated by NARA. (3) Knowledge of record management laws, statutes, and regulations including personally identifiable information. (4) Experience with automated tools (e.g., MS Word, Excel, etc.). (5) Experience in communication both written and oral with customers, stakeholders across the agency, and contractors' concerning records management. (6) Knowledge and understanding of agency information systems and archiving processes.

Education: Successfully completed two (2) years of progressively higher-level graduate education or master's or equivalent graduate degree or LL.B. or J.D., in a related field of the position to be filled. Education at the graduate level must have been obtained in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. Combination: Combinations of successfully completed graduate level education (beyond the first year) and specialized experience as described above, to meet the total experience requirements. The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do to the work of this position. GS-11:
Specialized Experience: You must have one year of specialized experience equivalent to at least the GS-09 grade level in the Federal service (experience may have been gained in the private sector). Specialized experience is defined as: (1) Knowledge of records management as mandated by NARA. (2) Knowledge of record management laws, statutes, and regulations including personally identifiable information. (3) Experience with automated tools (e.g., MS Word, Excel, etc.). (4)Experience in communication both written and oral with customers, stakeholders across the agency, and contractors' concerning records management. (5) Ability to coordinating and conducting adult learning training. (6) Ability reviews program analytics to improve effectiveness. (7) Experience with reviewing assessment reports to identify issues within a program area to make recommendations. (8) Knowledge and understanding of agency information systems and archiving processes. (9) Applying knowledge of the complete records process and content management framework that supports the entire life cycle of agency record.

Education: Successfully completed three (3) years of progressively higher-level graduate education leading to a Ph.D. degree, LL.M., or equivalent doctoral degree in the related field of the position to be filled. The education portion must include courses that demonstrate the knowledge, skills, and abilities necessary to do the work of this position.
