About the Position: Incumbent independently provides supervisory, administrative, and technical military personnel support as Lead Human Resources Technician (Military) in the Directorate of Human Resources, Military Personnel Division.
Duties
As a Verifying Official (VO): Perform all functions required to issue ID cards, ID tags, and CAC issuance-related tasks to include review, research, and verification of source documents eligibility, and discussing entitlements.
Manage the accountability and control the issuance of military ID cards and CAC for Active component military, National Guard and Reserve Members, military retirees, family members/dependents and other eligible recipients.
Coordinate and supervise subordinates involved in work that requires different and unrelated processes. Identify the nature and scope of problems and issues to determine the proper action.
Review all categories of military personnel separations such as voluntary and involuntary officer and enlisted separations, retirement requests, transition and separation orders, and retiree certificates.
Perform the full range of duties in connection with in/out-processing, maintenance and security of Military Personnel Files, promotion packets/lists, and processing of personnel actions.
As verifying officer for the DEERS and RAPIDS computer, maintain security of the equipment, terminal keys, and verifying officer?s user log.
Validate all transactions entering the system for systemic and procedural correctness.
Prepare reassignment orders on military personnel, closely coordinating these actions with all organizational staff elements.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Position requires the employee to obtain and maintain a Secret security clearance.
- Position requires the employee to occasionally travel away from the normal duty station.
- Employee must be willing and able to travel in military and commercial aircraft and vehicles.
- Employee may be required to work overtime.
- Employee may be required to work overtime on an emergency basis.

Specialized Experience: One year of specialized experience which includes:1) Process human resources functions by applying military personnel management principles, practices, and regulations; 2) Analyze official military personnel records to determine eligibilities; 3) Review transactions completed by lower level employees for completeness and accuracy; AND 4) Advise lower level employees in military personnel daily operations.This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-06).

Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Human Resources Management. (NOTE: You MUST attach a copy of your transcripts.)

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages. (NOTE: You MUST attach a copy of your transcripts.)

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-06).
